Description
The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled: McNary Emergency Intake Gate Bulkhead Repair. The work is located at the McNary Lock and Dam located in Benton, Washington and Umatilla County, Oregon. This will be a firm-fixed-price construction contract. Construction magnitude is between $100,000 and $500,000, and 100% performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project will be 237990 and the associated small business size standard is $33,500,000. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. 1) A list of current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work. For each project submitted, provide a brief narrative statement of the work your firm accomplished, your firm's role in the project, the dollar value and the completion date (or projected completion date). 2) A reference list for each of the projects submitted in #1 above. Include the name, title, phone number and email address. 3) Provide a statement of your firm's bonding capacity. 4) Provide a statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), woman-owned). 5) Cage Code and DUNS number. Submit this information to Elaine Vandiver, Contract Specialist, via email to Elaine.M.Vandiver@usace.army.mil. Your response to this notice must be received on or before 12:00PM on February 16, 2012. Summary of Scope of Work-- Background: Prior to 1995, Emergency Intake Gate (EIG) Bulkheads #1 and #3 were torch cut into four pieces. A later contract was awarded for the re-welding of these sections. Weld inspections, performed by in November 2007, revealed all welds were unsatisfactory per ultrasonic testing (UT) methods. The two EIG bulkheads have been out of service since March 2006. This contract would repair two EIG bulkheads and make them ready to place back in service. Both bulkheads are currently located in the McNary boneyard on supports that allow complete access (from below and above) to the seals, weld replacement and gate surface repair areas. Bulkhead dimensions are approximately 23 feet by 54 feet by 4 feet. Scope of Work Includes: a) lead paint abatement for all work dealing with paint (scraping, blasting and/or disposal) b) remove existing weld for each section of the bulkhead (approx 80 LF; 40 LF per bulkhead) c) weld gate parts back together (approx 80 LF of CJP weld on inch plate; 40 LF per bulkhead) d) perform UT weld inspections e) clean corroded areas on gates and verify proper operation-approximately 400 square feet (200 SF each) f) weld metal pieces, as needed to fill any voids-approximately 400 square feet (200 SF each) g) paint areas of new welds and cleaning-approximately 400 square feet (200 SF each) h) remove and replace seals and seal fasteners-approximately 1000 (500 each screws and about 360/180 each lf of 4.75 inch bulb seal) i) remove and replace (or disassemble, inspect, repair) and reinstall two equalizer valves, as necessary j) inspect intake gates, repair as required, and verify proper operation The contract activities will require additional jacking supports when emergency bulkheads are cut into 4 pieces (each). Anticipated contract period will be July and August 2012. Safety will be a concern when welding and working around heavy items and potential exposure to lead-based paint. Therefore, the contractor will be required to provide a Quality Control Manager, and Site Safety and Health Officer.
