Description
This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NIAID NOI12041. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-55. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code 541611, which has a business size standard of $7.0M. The National Institutes of Health, The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure Field Support services on a sole source basis from the University Research Company. This is the only known organization that can provide the services, particularly in Cambodia. This group is the only known organization that can provide the infrastructure necessary to pursue this project. University Research company has proven its ability to provide rapid responses to numerous internation projects and is currently integrally involved in laboratory support, clinical activities, project and program management, regulatory compliance and clinical trials management in Cambodia as well as international collaborations, and project management initiatives. University Research Company currently manages more than 10 malaria related programs in Cambodia and is primarily responsible for managing US Agency for International Development (USAID) malaria control program in South East Asia(Thailand, Cambodia, Laos, and Viet Nam). These services are to support the following: 1) Administrative oversight, a) Allocate, track, and evaluate use of resources. b) Initiate standard operating procedures for problem resolution among project personnel by following approved operating procedures and reporting the initiation of such procedures to NIAID program staff. 2) Infrastructure and Establishment of Laboratories, a) Provide and maintain a fully equipped laboratory facility in Phnom Penh. b) Facilitate clinical studies, provide a laboratory, insectary, offices (with internet and telephone connection) and clinical facilities for patients enrolled in NIH/NIAID clinical protocols. 3) Clinical Research Support Services, 4)Travel Coordination, Arrange for visits by foreign scientists to locations within the United States and foreign countries to attend meetings, conferences, planning sessions, and periodic training sessions. Support travel of non-NIH scientists to the LMVR research sites, 5) Staffing. It is anticipated that the following programmatic support services will include but will not be limited to a program coordinator, part-time study physicians, study nurses, senior entomologists, technical entomologists, senior laboratory manager, laboratory technicians, cleaning services, and drivers. Staff will be located in Cambodia. Additional consultants and subcontractors may also be requested as activities expand. 6) Transportation, It is anticipated that four 4-wheel drive vehicles will be needed as well as 4 experienced drivers to provide local transport in Phnom Penh as well as transport to and from field sites and for patient recruitment, and 7) Equipment purchases. The period of performance will be from the date of award to September 30, 2012. The proposed contract is for services and related supplies for which NIAID intends to solicit and negotiate with only one source under authority of FAR 6.302-4 International Agreement. The Government will award a firm-fixed price purchase order to the responsible contractor. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation - Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. Copies of the aforementioned clauses are available upon request by telephone to Mr. Daniel Herdman at (301) 402-6338. Offers must be submitted no later than February 21, 2012 at 4:00pm Eastern Time (ET) to Mr. Daniel Herdman. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at: www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
