Description
The Federal Aviation Administration (FAA) has a requirement for a lease for DOT's interim Continuity of Operations (COOP) facility. Homeland Security Presidential Directive (HSPD) 20 and National Security Presidential Directive (NSPD) 51, titled "National Continuity Policy" as implemented by Federal Continuity Directive 1 (FCD-1) provides direction to the Federal executive branch for developing continuity plans and programs. Continuity planning facilitates the performance of executive branch essential functions during all-hazards emergencies or other situations that may disrupt normal operations. It requires that Federal organizations have adequate, separate locations to ensure execution of their functions. The requirement is for office and meeting spaces totaling 3,700-4,000 square feet, consistent with the specifications for adequate space as outlined in FCD-1.The FAA intends to solicit and negotiate only with one entity in accordance with AMS Policy 3.2.2.4. The FAA contemplates awarding a Firm Fixed Price (FFP) lease with one base and three one-year option periods to fulfill this requirement. The determination to solicit and negotiate with only one firm is necessitated and supported by the fact that this facility can uniquely fulfill the Department's requirements immediately. DOT needs to develop a new site that must be operational before the current site is vacated and therefore new space must be procured immediately. The proposed new space is located on a school campus, which is similar to supporting the needs of an alternate site. The on-site security, lodging and dining facilities, along with the campus atmosphere make this location uniquely suited to fulfill this requirement. Additionally, the facility can support DOT's communications requirements, is an appropriate distance from the DOT Headquarters building and is not in a commercial area, and has perimeter fencing/ access control.
