- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION IS AVAILABLE. On behalf of Millennium Challenge Account - Jordan (MCA-J), the U.S. Army Corps of Engineers Europe District (NAU) is soliciting information from firms interested in performing water / wastewater related work in the Zarqa Governorate, located northwest of Amman, in the Hashemite Kingdom of Jordan. The requirements under consideration will be for three (3) design-build contracts to provide the design and construction of the following three (3) projects: 1. Rusaifah High Distribution Area (DA) and Rusaifah Low DA The work includes, but is not limited to, the following: a. Detailed design development of primary, secondary, and tertiary networks; b. 11 km of new and upgraded primary and secondary network pipelines; c. Replacement and rehabilitation of 155 km of tertiary network pipelines; d. Installation of 9,000 new and replacement customer meters; and e. Construction of a new 560 m3/h pumping station and 500 m3 reservoir at Basateen. 2. Batrawi DA The work includes, but is not limited to, the following: a. Detailed design development of primary, secondary, and tertiary networks; b. 12 km of new and upgraded primary and secondary network pipelines; c. Replacement and rehabilitation of 170 km of tertiary network pipelines; and d. Installation of 13,000 new and replacement customer meters. 3. Zarqa High DA and Strategic Infrastructure (SI) The work includes, but is not limited to, the following: a. Detailed design development of primary, secondary, and tertiary networks; b. 3.5 km of new and upgraded primary and secondary network pipelines; c. Replacement and rehabilitation of 70 km of tertiary network pipelines; d. Installation of 5,000 new and replacement customer meters; e. Tertiary line installation; f. Installation of 65 strategic water meters on key water transfer pipes at 32 locations; g. Installation of a Supervisory Control and Data Acquisition (SCADA) / Telemetry monitoring system at the same 32 locations; and h. Survey and assessment of the network and compilation of the network and area map and Geographic Information System (GIS) asset register, with accompanying detailed report, for the Zarqa Governorate. This sources sought announcement is issued for information and planning purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP), nor does its issuance restrict the Government as to the ultimate acquisition approach. This sources sought shall not be construed as an obligation on the part of the Government to acquire any products or services. The Government will NOT reimburse the contractor for any cost associated with preparing or submitting a response to this notice. All interested sources must respond to future MCA-J solicitation announcements separately from responses to this market survey. The purpose of this sources sought is to gain knowledge of interest, capabilities, and qualifications of contractors to compete and perform the resulting contracts. Expressions of interest are desired from firms who can demonstrate relevant and recent experience in the country and / or region with excellent past performance in the design and construction of similar projects with respect to size, scope, and complexity, but expressions of interest will be accepted from all parties. No telephone calls or faxed responses will be accepted. Potential Offerors' responses to this announcement shall include the following information: 1. A cover letter stating the company name, address, point(s) of contact, email address(es), and telephone number(s). 2. A brief description of a maximum of two (2) projects, completed within the last five (5) years, for which the Offeror had delivery responsibility. Relevant past experience should include a combination of the following criteria: a. Projects that demonstrate experience in Jordan and / or the Middle East; b. Projects with a cost of at least USD 25,000,000.00 or equivalent; c. Projects that demonstrate design-build experience and capabilities; d. Projects comprising of the design and construction of water transmission and / or distribution pipelines; e. Projects comprising of the design and construction of sewer collection and / or conveyance systems; and f. Projects comprising of the design and construction of other major underground utility or infrastructure works. Potential Offerors are encouraged to submit their expression of interest electronically no later than 27 February 2012 to the Contract Specialist, Ms. Christine Dye, at christine.m.dye@usace.army.mil, and the Contracting Officer, Ms. Rachael Raposa, at rachael.raposa@usace.army.mil. All responses shall be compiled and forwarded to MCA-J, who is responsible for the issuance of the associated solicitations.
