- Procurement Summary for 0VA2222 U.S. GOVERNMENT This advertisement and the requirements outlined herein replace those in the presolicitation notice (0VA2222) posted on July 13, 2010. General Services Administration (GSA) seeks to lease the following space: •· State : Virginia City : Winchester, Virginia OR Frederick County, Virginia Delineated Area : Winchester, Virginia OR Frederick County, Virginia Minimum Sq. Ft. (ABOA) : 111,000 ANSI/BOMA Office Area Square Feet Maximum Sq. Ft. (ABOA) : 1 16,550 ANSI/BOMA Office Area Square Feet Space Type : Office (75,000 ABOA) and Warehouse (36,000 ABOA) Parking Spaces (Total) : 515 total spaces Parking Spaces (Surface) : 515 surface parking spaces Parking Spaces (Structured) : Parking Spaces (Reserved) : 515 parking spaces reserved for the Government's exclusive use Full Term : 1 5 years Firm Term : 15 years Option Term : 5 years Additional Requirements : •o All space must be contiguous within building •o The following shall be considered technical award factors, and failure of an offer to meet these requirements shall result in that offer being considered technically unacceptable and therefore excluded from further consideration: § Existing building or proposed site for new construction shall be zoned appropriately at time of submission of initial offers § Access to public utilities shall be available at time of submission of final proposal revisions (FPR) •o The building and all space leased by the Government shall comply with ABAAS accessibility standards and shall be compliant with local fire and life safety codes •o Compliance with Interagency Security Committee's (ISC) Security Design Criteria for an ISC Level III facility. This includes but is not limited to the following: § Emergency generator to provide backup power to critical building systems, to be identified by the Government § Minimum setback/standoff distance of 20 feet, measured from the face of the building's exterior to the protected/defended perimeter •o Helpdesk and IT LAN/Server area shall have HVAC provided 24/7. Building and systems shall be capable of supporting 24/7 continuous use of the space leased by the Government. •o Warehouse / light industrial space shall have a loading dock for the Government's exclusive use •o A wareyard approximately 7,500 square feet in size Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards, per the terms of the Lease. The proposed leased space shall be fully serviced. Offered space shall not be in either the 100 year or 500 year flood plain. Expressions of interest shall be submitted only by the property owner, property owner's exclusive listing agent, or other authorized agent of the owner with the exclusive right to offer on the owner's behalf. Expressions of interest by parties other than the property owner shall include the building or site address, owner's name and address, and written statement from the property owner documenting the exclusive right of the party expressing interest to respond on the owner's behalf.
