Description

This acquisition is 100% set aside small business. The NAICS Code is 327991. Size standard is 500 employees. The National Cemetery Administration is soliciting offers under solicitation number VA786-12-R-0064 for I1, Offsite Inscription of Blank Marble Columbarium Niche Covers, for the following cemetery: Southern Maine Veterans Memorial Cemetery 83 Stanley Rd. Springvale, ME 04083 Phone 207-287-3481 The period of performance will be from date of award through 9/30/2012, with four (4) 1-year options, if exercised, which will extend the period of performance to 9/30/2016. Awardee shall provide all labor and materials necessary to perform inscription services on government owned marble niche covers, off-site at the contractor's facility. The Awardee shall pick-up, package, palletize, if necessary, niche covers from the cemetery. The cemetery is responsible only for making blank niche covers available to the contractor. Inscribed niche covers shall be free from defects due to broken or blown out lettering. Repairs or patching of any such defects are not allowed and will be cause for rejection. Inscribed niche covers shall be free of oils, glue, crayon marks, direct, adhesives and dust. All incised niche covers shall be blown clear of dust and dirt. Inscriptions shall be made using an air blast abrasion method with a suitable grit. The inscription shall have a depth consistent with the technical drawing and shall conform to the dimensions of letters and inscriptions as shown on the drawings. All offerors shall submit at their expense one (1) marble inscription sample on a 15-3/4 inches long by 11-1/4 inches wide by ¾-inch thick plaque to be inscribed and packaged to prevent any damage during shipping, by the closing date of this solicitation. The sample shall conform to government specifications for lettering, inscription depth and layout. Additional instructions will be included in the RFP. Samples shall be received by Memorial Programs Service (MPS) prior to closing date. All offerors who have submitted and received an approval notification for a sample of same type within the last 12 months may submit a copy of that approved review with the bid to avoid submitting an additional sample. Evaluation criteria for this award will be in the following order: 1) Price; 2) Technical Qualifications, and 3) Performance. Electronic solicitations will be available for download from http://www.fbo.gov on or about February 8, 2012. Proposals are due on or about 2:00 P.M. on February 22, 2012. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments
