- This is a Sources Sought, issued for the purpose of identifying potential sources that could provide life cycle logistical support for the DoD Joint Biological Agent Identification and Diagnostic System (JBAIDS), post deployment of systems. Over 350 JBAIDS analyzers are deployed. The Government is conducting market research to determine the availability and potential sources to provide JBAIDS Life Cycle support to the Joint Project Management Office (JPMO) Chemical, Biological, Medical Systems (CBMS) - Biosurveillance (BSV) JBAIDS System Manager. The Government solicitation, planned for released in 2012, will have an estimated dollar value of no more than $4M over a five (5) year period. THIS IS NOT A SOLICITATION. This sources sought notice is not to be construed as a commitment by the Government, nor does it constitute a request for proposal. Submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. The U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division, on behalf of the Joint Project Management Office (JPMO) for Chemical, Biological, Medical Systems (CBMS) - Biosurveillance (BSV) requests that any qualified interested parties respond with information regarding their capabilities to provide logistics support for the 350 JBAIDS analyzers and laptops fielded to all DoD Military Services. This effort will be a follow-on contract to the DoD JBAIDS development and production contract (DASG60-03-C-0094) awarded in September 2003. The DoD JBAIDS program reached fully operational capability (FOC) in July 2011 with the delivery of the final JBAIDS systems to the US Navy. The desired Government support for the fielded JBAIDS analyzers and laptops, will include options for: 1) Annual contractor logistics support (CLS) (warranty repairs to include parts and labor, for JBAIDS analyzers & laptops, and software); 2) Annual JBAIDS analyzer refurbishment activities (analyzer detector recalibration, repairs as necessary, and replacement of consumed piece parts in the JBAIDS backpack); 3) Annual JBAIDS software Information assurance (IA) testing in accordance with the U.S. Government Federal Information Assurance Management Act (FISMA) requirements plus software update releases (software update to 350 DoD JBAIDS operational users); 4) Engineering studies for future improvements to reduce operations & maintenance (O&M) support costs associated with fielded hardware (to include parts obsolescence studies); and 5) An FY2015 option to replacement the JBAIDS laptops and software operating system due to projected hardware and Microsoft operating system obsolescence. The JPMO CBMS-BSV is seeking companies that could provide post fielding support for JBAIDS hardware and software. The DoD JBAIDS program started in 2003, and was based on selecting a modified commercial off-the-shelf (COTS) design to detect of Biological Warfare (BW) agent threats. The Government does not own, nor did it purchase re-procurement data package for the JBAIDS analyzer/ software design. The Government does not have access to the JBAIDS prime contractor's analyzer/laptop detailed drawing package, trouble-shooting guides, detailed parts lists with Original Equipment Manufacturers (OEM) part numbers, or source code for the JBAIDS software (2.8 GB operating program). Interested company respondents with the capability to provide JBAIDS analyzer/laptop logistical support in the FY12-16 time period, should contact the CBMS Natick Contracting Office below with a written response to this request for information. Responses: The JBAIDS life cycled support contract is expected to be awarded in fiscal year 2012. If qualified and capable, include a description of your company's experiences and resources that meet the following criteria: Possession of a system science and methodology, and proven expertise to provide post deployment support for JBAIDS polymerase chain reaction (PCR) technology analyzers and laptops to include hardware repair, system re-calibration and backpack parts replacement, warranty repair support-CLS, and software maintenance/upgrade expertise under the limitations above (no JBAIDS OEM contractor technical data available).
