Description
This pre-solicitation sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. Army Contracting Command - National Capital Region (ACC-NCR), on behalf of the Office of the Chief of Public Affairs, intends to procure services for Strategic Communication Evaluation and Assessment. This sources sought announcement invites potential Offerors to submit information that will allow the Government to determine the Offerors' potential to be viable competitors. This notice is not a request for proposals. The Government will not be liable for payment of any response preparation expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Office of the Chief of Public Affairs for the Army requires services of a contractor to provide daily news gathering, prioritization and analysis in order to inform Army leadership at the Pentagon, and senior leaders and public affairs officers in the field, of news events, comment, discussions, web logs, message boards, social media platforms and other information media, of news and comment regarding Army leaders, policies, operations, accidents, incidents, events; news and issues related to other services that may have an impact on the Army; news and issues at the Department of Defense level that may have an impact on the Army; news and issues in the three branches of the federal government that may have an impact on the Army; news and issues at the local, regional, state, national, and international level that may have an impact on the Army. The following will be evaluated by the Government for all responses: a)Offerors' statement(s) of capability b)Offerors' experience and qualification c)Offerors' understanding of the requirement Offerors are to outline their experiences in all of the following areas: 1.Initial Capability. Describe your capability to provide full-service operations in support of this contract on Day 1. Provide details of your organization's current organic or of-counsel team, and provide examples of recent performance in support of this objective. Detail your capability to quickly surge from sidelines to that of fully-operational, and fully-capable communications partner. Provide information on hiring practices and recent history. 2.Personnel Security. Describe your policies with regard to personnel security and background information checks. Provide examples of your work with other government agencies, and law enforcement agencies to check background history of your applicants, and what levels of mitigation you consider to be proper and appropriate for this level of work (e.g. nothing more serious than a moving traffic violation, no felony arrests or convictions). Security considerations, from Day 1, will be critical to access to the workspace here at the Pentagon, your employees must meet high level of security standard, and they must be fully capable, alert, and ready-to-work as early as 5 a.m. 3.Strategic Assessment Development. Describe your capability to gather data and analyze the current communication and information environment. Detail capability to assimilate the analysis into the description of the "Strategic Environment" for inclusion into the campaign or operations plan, and tactical engagements or events. Detail capability to provide plans decision makers with expert counsel on 'Center of Influence,' major communication vulnerabilities, and optimal venues for communication and outreach. 4.News-gathering capability. Describe your ability to gather, harvest, segment and prioritize Army-related news on a daily basis. Describe your experience with the full set of these tools. Describe your complete Army-team's experience with Microsoft suite of products. Provide a list of programs, guides, reference books and/or data services to which you have access to gather the news, and to provide the client with other information (staff, contact information, submission requirements, etc.). Give examples of your news-gathering experience, to include, non-US sources (Europe, Middle East, and Asian media) in near-real-time, and on at least a twelve-hour basis). 5.Presentation products with Microsoft Office products. You will be required to provide products to senior Army leaders in Word, PowerPoint, and Excel formats. Provide examples of complex presentation products that include text, tables, charts, graphs, and photos. 6.Knowledge of customer and associated processes. You will be required, from Day 1, to understand Army process, procedure, structure, protocol, hierarchy, traditions and culture. Cite examples of your work with the Army, or other Defense Department, or U.S. Government, organizations. Only small businesses are to submit capability packages. Interested small business concerns in NAICS code 541611 with a size standard of $7,000,000.00 are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified above. Capability packages must not exceed 10 pages and must be submitted electronically. All contractor information must be submitted no later than 12:00 PM EST on Wednesday Feb 22, 2012. All interested small businesses that possess the capabilities addressed herein are encouraged to respond to this pre-solicitation notice by providing the information specified within 14 days of this notice. Respondents are requested to submit one electronic copy of the response to Mr. Matthew Schupbach at matthew.t.schupbach.civ@mail.mil and Mr. Henry Chung at henry.chung@conus.army.mil. Include "OCPA STRATCOM Media Assessment" in the subject line, for tracking purposes only. All requests for further information must be sent via e-mail to Matthew Schupbach and Henry Chung.
