Description
This pre-solicitation sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. Army Contracting Command - National Capital Region (ACC-NCR), on behalf of the Office of the Chief of Public Affairs, intends to procure Army Communication Support Services, including Communication Planning, Execution and Products. This sources sought announcement invites potential Offerors to submit information that will allow the Government to determine the Offerors' potential to be viable competitors. This notice is not a request for proposals. The Government will not be liable for payment of any response preparation expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Office of the Chief of Public Affairs requires the services of a contractor to provide operational planning support for producing and promulgating executable communication plans for attaining Army business objectives through communicating and engaging with the variety of affected publics. Means of engagement can be through any and all communication platforms and venues: including, but not limited to traditional news media, social media, information products (brochures, flyers, etc,) and direct community relations events. Services will also support the plans through group collaboration and synchronization, as well as communication products. Responsible Small business concerns are to outline their experiences in the following five key areas OR tasks that are specific to the requirement in determining small business capability. Areas or tasks where a contractor does not have prior experience should be annotated as such. The following will be evaluated by the Government for all responses: a)Offerors' statement(s) of capability b)Offerors' experience and qualification c)Offerors' understanding of the requirement Offerors are to outline their experiences in all of the following areas: 1. Operational Planning Development. Describe your capability and experience in formulating executable written plans and plan annexes in accordance with the Joint Operations Planning Process (JOPES.) Detail capability to interpret Senior Level intent, then design communication campaigns or operations that support the business objectives. Show experience in building effective tactical engagements and events based on the design that will clearly communicate the leadership's intent, and thereby achieve the understanding and support of the proposed publics. 2. Strategic Assessment Development. Describe your capability to gather data and analyze the current communication and information environment. Detail capability to assimilate the analysis into the description of the "Strategic Environment" for inclusion into the campaign or operations plan, and tactical engagements or events. Detail capability to provide plans decision makers with expert counsel on 'Center of Influence,' major communication vulnerabilities, and optimal venues for communication and outreach. Show experience in building proactive communication resources such as Public Affairs Guidance, Talking Points, and other referential documents for the action-officer communicator. 3. Collaboration, Synchronizing, and Sequencing. Describe your capability to manage, conduct, and monitor group collaboration. Detail the ability to build synchronization points into the campaign plans as well as sequencing engagement and outreach events in mutually reinforcing timelines. Show experience in leading group discussion and team efforts. 4. Metrics and Assessment Development. Describe the capability to develop appropriate measures of performance and effectiveness that will reveal the efficacy of the communication plan. Detail the ability to identify measures that will elicit meaningful data in support of campaign and operations assessments. Show experience in development of measures that resulted in useful "after action reports" or "lessons learned." Also show experience in using metrics to gauge ongoing campaigns, operations, or events in order to re-align or alter the plan or sequencing of planned engagements or outreach events. 5. Communication Products. Describe your capability to design, produce, and field a variety of communication products distinctly tailored to particular communication engagements and events. Products might range-depending on the specific plan requirements-from fact sheets, flyers, and brochures to large or medium sized exhibits fielded at major conventions or outreach events. Only small businesses are to submit capability packages. Interested small business concerns in NAICS code 541611 with a size standard of $7,000,000.00 are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified above. Capability packages must not exceed 10 pages and must be submitted electronically. All contractor information must be submitted no later than 12:00 PM EST on Wednesday February 22, 2012. All interested small businesses that possess the capabilities addressed herein are encouraged to respond to this pre-solicitation notice by providing the information specified within 14 days of this notice. Respondents are requested to submit one electronic copy of the response to Mr. Matthew Schupbach at matthew.t.schupbach.civ@mail.mil and Mr. Henry Chung at henry.chung@conus.army.mil. Include "OCPA STRATCOM Plans and Exhibits" in the subject line, for tracking purposes only. All requests for further information must be sent via e-mail to Matthew Schupbach and Henry Chung.
