- NASA/GSFC has a requirement for a quantity of 5-10 custom dielectric mirrors (FoldMirror) and a quantity of 5-10 custom Polarizing Beam Combiner (PBC) Plates (CVI XEP@532nm polarizer) with the following specifications:Fold Mirror Specs:1. UV grade fused silica substrate 2' diameter x 0.5' thick, pl/pl, S1 and S2 will have asurface quality of 20-10 and surface flatness of lambda/33 P-V @ 633nm across the central95% (1.9' diameter) of the substrate after installation of the IBS coating. Wedge < 3arc min.2. IBS coating of 2' FS substrate with the following specifications:-S1: R > 99.5% @ 532nm at 45 p-pol-S2: non-optically active coating for stress compensation to maintain surface WFE oflambda/33 P-V @ 633nm. Coated area will be >95% of substrate diameter, shall achievesurface WFE of lambda/33 P-V @ 633nm across central 95% (1.9' diameter) of coated opticdiameter.-Optical coating with HfO2 and SiO2 materials, external coating layer will consist ofSiO2 material for contamination resistance purposes.-Coating will be manufactured to withstand continuous laser fluence of 10W at 1ns pulseduration without optical damage for a period of 44 months in space flight likeconditions.(PBC) Plates specs:1. IBS coating of 2' FS substrate with the following specifications:-S1: R > 99.9% @ 532nm at 45 s-pol-T > 96%, goal >98%, @ 532nm at 45 p-pol-S2: R < 0.25% @ 532nm at 45 p-pol-Coated area will be >95% of substrate diameter, shall achieve surface WFE oflambda/25 P-V @ 633nm across central 95% (1.9' diameter) of coated optic diameter.-Optical coating with HfO2 and SiO2 materials, external coating layer will consist ofSiO2 material for contamination resistance purposes.-Coating will be manufactured to withstand continuous laser fluence of 10W at 1ns pulseduration without optical damage for a period of 44 months in space flight likeconditions.NASA/GSFC intends to purchase the items from Advanced Thin Films because they are theonly vendor who can meet our specificatons.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Janicea McCree at 301-286-9159 not later than 4:30 p.m. eastern timeon February 17, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
