- Project Description: Provide all materials, labor, parts, and equipment necessary to complete project 438-12-110 "Replace 400 Ton Chiller and Piping", in accordance with the plans and specifications. This project is located at the Sioux Falls, SD VA Medical Center and relates to the main chilled water system for the hospital (Building 5). This project primarily consists of replacing one (1) 400 ton chiller (5-CCU1) and reconfiguring the chilled water piping in accordance with plans and specifications. In addition to the plans and specifications the contractor shall provide the following: 1)Sandblast all cooling tower structural steel and apply three (3) paint coats. All Contractors and Subcontractors that perform the surface preparation and coating application shall be certified NACE Level 2. Sandblasting procedure and coating application shall be submitted and approved by the COR prior to any work completed. a.Primer Coat = Zinc-Rich Epoxy Primer Coat, MIL-DTL-24441-19 b.Epoxy intermediate Coat = MIL-DTL-24441-31 c.Polyurethane Topcoat = MIL-PRF-85258 2)Remove and replace the existing aggregate base under the cooling tower, replace with 2" typical river rock and install thirty (30) each 15"-24" square precast concrete stepping stones in various locations around the cooling tower. Materials and stone location shall be submitted to the COR for approval prior to any work completed. 3)Replace and provide four (4) existing wall pack lights that are mounted exterior of the chiller plant with Cooper Lighting (LD-WP-GL-4A-MT-PE) or approved equal. Voltage shall be verified prior to shop drawing submittal. 4)Overhaul the YORK Chiller (5-CCU3) located on the west end of the chiller plant per the manufactures 30,000 hour recommendation this shall include: "Labor for compressor inspection (disassembly and reassembly) "New gasket kit and necessary individual gaskets "Suction Elbow Gaskets "New Bellows Style Shaft Seal oNew oil, filters and driers oLeak Check, evaluate and re-install refrigerant oStart up and check operation The Project duration is expected to be 320 days from the date of receipt of the notice to proceed. Completion must occur before the cooling season, end date cannot exceed 4/30/2013. This procurement is 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). Prospective contractors must be registered and current in the following websites prior to award: http://www.vip.vetbiz.gov, http://www.ccr.gov; and https://orca.bpn.gov to be eligible for award. Bids will only be accepted from responsible and responsive contractors The firm must be a General Construction firm approved under NAICS code 238220-size standard is $14.0 million. Bid Bond will be required in the amount of 20% of bid, and Performance and Payment bonds will be required upon award of contract. The estimated dollar value of this procurement is between $500,000 and $1,000,000.00. Specifications and drawings will be uploaded on or about February 13, 2012.
