Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Illumina, Inc., 9885 Towne Centre Drive, San Diego, CA 92121-1975 for the acquisition of Illumina bead chips. Part#: BD-202-0202, MouseRef-8 V2.0 Expression Beadchip Kit (16 samples). Illumina bead chips are designed to be used with the existing Illumina Instrument System that is located at EPA and cannot be utilized with any other existing fluorescent scanner because of unique chip design. These bead chips are sold only through Illumina. Future experiments will generate data to be compared with existing Illumina data sets at the EPA. Consistency in platform compared is critical to the genomic scientific mission. The research application of Illumina bead chips requires that the chips be scanner on the Ilumina HiScan scanner. The image is displayed on a screen connected to the scanner and analog software generates a density number f or each gene, to be used in the analysis. This resource of detailed analysis as well as technical support provided by the supplier is deemed critical to establishing the use of technology in EPA?s laboratories and adapting the analysis protocols to specific research applications. EPA has identified Illumina, Inc., the only vendor capable of satisfy the requirement. The circumstance permitting is FAR 6.301-1, ?only one responsible source?. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. This notice of intent is not a request for competitive quotes; however, all responses rece ived within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government.
