- Description
- NASA intends to award a sole-source bridge contract to Stinger GhaffarianTechnologies, Inc. (SGT), pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source,in support of Goddard Space Flight Centers (GSFC) Applied Engineering and TechnicalDirectorate (AETD). This procurement will provide a bridge contract, for a period not toexceed 24-months, comprised of a base period of 12 months and two 6-month option periods,to allow sufficient time to finalize planning and procurement activities associated withthe Mechanical And Related Systems (MARS) and the Instrument Systems and TechnologyEngineering Services (ISTES) procurements.This bridge contract will be structured as a Cost Plus Fixed Fee (CPFF)Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The bridge contract will allowfor new work until the MARS and ISTES competitive follow-on contracts are in place. Thebridge contract is necessary in order to ensure program continuity and critical missionsupport and to avoid significant technical impacts to the AETD and supportingdirectorates. The current Contractor is required to provide on/off-site multidisciplinary engineeringservices supporting all aspects of mission and instrument development and implementationas required by the AETD. An interruption and restart of those tasks, with a newcontractor for a limited time until the MARS and ISTES contracts are awarded, wouldgreatly jeopardize the success of critical and highly visible Agency programs.TheGovernment does not intend to acquire a commercial item using FAR Part 12.SGT, Inc., as the current incumbent, has the combined training, experience, and expertiseto provide uninterrupted continuation of mission critical support. Due to the time andsubstantial duplication of costs involved in procuring and phasing in another contractor,SGT, Inc. is considered the only contractor that can meet GSFCs needs. Interestedorganizations may submit their capabilities and qualifications to perform the effort inwriting, via email, to the identified point of contact not later than 5:00 PM EST onFebruary 22, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.
