Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Special Communication Requirements (SCR) Division is surveying the commercial vendor community for the capabilities of an Aircraft Certified Cellular Data System. The purpose of this RFI is to gain insight into existing products within industry, or the ability of industry to modify existing products to meet the capabilities below. The Government is interested in feedback from the commercial market on the capabilities listed in this RFI. The Government is particularly interested in how a vendor proposes to comply with Title 14 of the Code of Federal Regulations (14 CFR) part 91, and address FCC restrictions on the use of cellular devices from aircraft. Vendors are asked to respond with documentation outlining their capabilities and feedback on the capabilities listed within this RFI. The Government would like to see proposed capabilities or concepts presented through drawings, slick sheets, website, or PowerPoint brief. Below is a list of vendor capabilities that are sought. General Capabilities Required: - Airborne Cellular Data System - Compliant with Title 14 of the Code of Federal Regulations (14 CFR) part 91 - FCC approved for use by aircraft operating at altitudes between 0 and 10,000 feet. - Aircraft certified for shock and vibration, utilizing MIL-STD-810G generic helicopter environment - Certified for operation at altitudes between 0 and 10,000 ft. - Certified for storage for transportation at altitudes up to 50,000 ft. - Able to operate from helicopters traveling at speeds up to 170 mph. - Constructed of low smoke, zero halogen materials - Compatible with US and International 3G and LTE cellular standards - Minimum Data Rate: 500 kbps - Contains Ethernet input/output to interface aircraft onboard network equipment. - Weight: less than 5 pounds - Volume: less than 1 cubic foot ADDITIONAL INFORMATION: In response to this RFI, respondents shall submit written responses, not-to-exceed fifty (50) pages in length via electronic mail. Product specification, sketches, or listings of authorized distributors are not to count as part of the page count. As well as identification of long lead item(s), sub-systems(s), or systems(s). The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. While the Government intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Government will not use any information provided to level your approach relative to another competitor. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Failure to respond to this RFI does not preclude participation in any future associated RFP/RFQ that may be issued. Information provided in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website: www.fbo.gov. It is the potential vendor's responsibility to monitor this site for the release of any follow-on information.
