Description
The US Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division is performing a market survey with a closing date of 27 February 2012. The market research is being posted on behalf of the US Army's Office Program Manager, Night Vision - Reconnaissance, Surveillance, and Target Acquisition in an effort to identify potential vendors who are capable of refurbishment and repair of the Azimuth (AZ) Drive Assembly for the Commander's Independent Thermal Viewer (CITV) used on the Abrams Tank and FMS Tank with the following performance characteristics: a.Description and Application The purpose of this procurement is to acquire refurbishment and repair of HTI NV FLIR Azimuth (AZ) Drive Assembly (not including Armor Cap or Armor Ring) for the Commander's Independent Thermal Viewer (CITV) used on the Abrams Tank Independent Thermal Viewer (CITV), and the FMS CITV. The CITV consists of a FLIR B-Kit integrated into a 2nd Generation CITV A-Kit. This procurement will fulfill US requirements for the refurbishment and repair of AZ Drives. It is anticipated that the Government will refurbish and repair approximately 250 AZ Drive Assemblies. b.Performance Requirements The following list contains performance specifications that suppliers will need to meet to be considered fully qualified for the refurbishment and repair of the Azimuth Drive Assembly (P/N 12918647-2) item. MIL-PRF-12987771 (Performance Specification for the Block 1 Commander's Independent Thermal Viewer); additionally the supplier will need the following Interface Control Document (ICD) to refurbish and repair a Government qualified AZ Drive Assembly: 19200-12991282, (ICD for the Block 1 Second Generation FLIR Commander's Independent Thermal Viewer). Raytheon Company owns the patent for the Isolator Assembly, Government P/N 12918648-2 which is a part of the AZ Drive Assembly. c.Projected Refurbishment/Repair Quantity Requirements Projected AZ Drive Assembly quantities to be refurbished are in the table below: Projected RequirementFY13FY14FY15TOTALS AZ Drive - Refurbishment9910249250 d.Requested Information This is a market survey to identify all parties interested in taking part in this entire effort as a prime contractor. The government will provide the above requirements and interface documents as part of the solicitation. Please provide the following information no later than 27 February 2012. Future communications related to this program will be distributed based on the interested parties list. Brief summary of the company Qualifications in Azimuth (AZ) Drive Assembly Technology for this effort or like efforts (ie... access to the Technical Data Package). Describe how you will either produce or subcontract for each component or assembly. Please identify sources of supply for any components or assemblies for which you intend to extend subcontracts. Describe the schedule requirements to accomplish refurbishment and repair capacity and to qualify the prime or suppliers to provide Azimuth (AZ) Drive Assemblies. If you are a small business please describe your experience with contracts similar in nature of the same size and complexity and provide the contract number(s). If you are a small business, can your company sustain if not paid for 90 calendar days? The Government understands that teaming is an integral part of contracting. Please briefly describe how you would approach selecting team members for this requirement if you are not performing this action 100% in house.
