Special Notice Date: 8 February 2012 North American Industrial Classification Standard: 511199 - Other Publishers Contracting Office: DCMA HQ, 3901 A Avenue, Building 10500, Fort Lee, VA 23801 RFQ/Solicitation # S5105A-12-T-0006 Point of Contact: Sue Gerardo at sue.gerardo@dcma.mil Closing and Response Date - 18 February 2012 The Defense Contracting Management Agency (DCMA) Procurement Office intends to negotiate on a sole source basis with InfoBase Publishers, Inc., under the authority of the 41 U.S.C. 253 ( c ) (1) for the renewal of annual subscription of the Defense and Aerospace Competitive Intelligence Service (DACIS) database. The InfoBase Publishers provide subscription that serves DCMA Industrial Specialists access to eight world-class information modules and relational database technology. The database website contains comprehensive information and analysis on the buy -and-sell side of the transaction including financial terms, locations affected, programs, contracts, customers and comparable deals. This is a renewal of subscription service for one year with two one-year option periods. The purchase will be made using Simplified Acquisition Procedures as authorized by FAR 13.106-1 (b), soliciting from a single source. Interested parties who feel that they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement to exercise the option. Rationale: DCMA has been utilizing the InfoBase Defense Merger and Acquisition database for over 10 years. The database contains 15 years of defense/aerospace related transactions providing comprehensive information and analysis. The database has detailed analysis reports for each transaction when data is available, price of the transaction, revenues for both acquiring and target businesses at the corporate and divisional levels. The annual charts showed merge activity trends (bar charts) and listing of al significant activities for a given time period for the Global Defense Industry. InfoBase is the complete source of information on merger information in the Defense Industry that is the most simple to use. If the subscription is not renewed, it will jeopardize the DCMA Industrial Specialists (IS) management timelines and will affect strategic mission. If renewed, the IS will spend less time searching for information and more time applying the right insight in the context of DCMA's business. Documentation should be received within 10 calendar days, after that date of publication of this notice to be considered by DCMA. A determination by the DCMA not to compete the option periods option based upon responses to this notice is solely within the discretion of the Government.
