- BAA-12-27 Fixed Wireless At A Distance DARPA is soliciting innovative research proposals in the area of Long Range Communication Infrastructure for Military Communications. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice. Multiple program phases are planned as detailed in the following sections. These phases are: 1. Phase 0 - Data collection and Model development (not part of this solicitation) 2. Phase 1A - Brass board hardware (Multiple awards anticipated) 3. Phase 1B - Network software prototype (Multiple awards anticipated) 4. Phase 2A - Hardware System Development (One contractor selected from Phase 1A to complete hardware development) 5. Phase 2B - Network Software Development (One contractor selected from Phase 1B to complete networking software development) 6. Phase 3 - System Integration - (not part of this solicitation- a future solicitation to integrate hardware, networking, operation software to field test performance is anticipated). Hardware development (Phase 1A and 2A) and networking development (Phase 1B and 2B) will be evaluated and selected separately. If there is an interest in bidding to both hardware and networking development, separate proposals are required. During Phase 2, hardware and networking software vendors can work separately but will participate in joint meetings. Proposals should include a detailed technical and cost proposal for Phase 1 and a high level plan and rough order of magnitude cost estimate for Phase 2. A detailed proposal for Phase 2 may be requested at the end of Phase 1.
