- Request for Information (RFI) for Electronic System Center's (ESCs) Materiel Solution for Offensive Cyberspace Warfare (OCW) Development Planning (DP) Efforts This is a Request for Information (RFI), as defined in Federal Acquisition Regulation (FAR) 15.201(e). The Government is issuing this RFI in an effort to understand market availability, technical characteristics, and functionality of Information Technology (IT) tools, applications or products capable of satisfying the technical, functional, and/or operational capabilities described in this RFI. This is not a request for proposal (RFP), request for quotation, or invitation for bid, nor does its issuance obligate or restrict and is in no way binding to the Government. No contract will be awarded until a formal RFP is released by the Government. The Government may or may not issue an RFP for based on the results of this market research. The information obtained resulting from this market research will be used to facilitate acquisition planning and the determination of an acquisition strategy, based upon inputs submitted by interested parties in response to this RFI, is solely within the discretion of the Government. The NAICS code for this project has been determined to be 541519 and is subject to change. The Government will not reimburse a company for any costs resulting from the submissions to this RFI. The Government does not intend to award a contract on the basis of responses from this RFI or pay for the preparation of any information submitted or use of such information. All information received from this RFI will be used for planning and market research purposes only. All information received in response to the RFI that is marked Proprietary will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned. BACKGROUND The purpose of this RFI is to gather information on materiel solutions incorporating cost-saving approaches and best practices for accomplishing an Offensive Cyberspace Warfare (OCW) solution. Information received as a result of this RFI will be used in the formulation of one or more Concept Characterization and Technical Description (CCTD) documents required by the OCW Early Systems Engineering Development Planning (DP) effort currently underway. Electronic Systems Center / Capabilities Integration Directorate (ESC/XR) has been tasked with leading the DP support effort. This RFI is classified at the SECRET//NOFORN level and will only be sent to interested parties through approved means. To obtain a copy of the classified RFI and the U. S. Cyber Command Instruction 5200-03, Administration, Security and Management Security Classification Guide, which provides instructions and guidelines on the classification/declassification of information and submission materials, offerors must send a request to the ESC point of contact listed below, and provide the following information: • Full Company Name • Classified mailing address • Cage Code • Facility Security Officer (FSO) name and phone number • Technical POC name and phone number • Classified Email Address if applicable In addition to addressing the OCW capability, interested respondents should submit a capabilities statement describing: • Current/recent past experience [within the last five (5) years] in supporting similar efforts in the Department of Defense (DoD) (preferred) or other U.S. Federal Government department/agency (if applicable). • Any proven experience delivering complex systems engineering and technical development services within the Federal Government and use of collaborative technologies in delivered capabilities. RESPONSES: Instructions regarding the submission of responses to this RFI are provided in the classified material. All proposers should review the NATIONAL INDUSTRIAL SECURITY PROGRAM OPERATING MANUAL, (NISPOM), dated February 28, 2006 as it provides baseline standards for the protection of classified information and prescribes the requirements concerning Contractor Developed Information under paragraph 4-105. Responses to this RFI will be reviewed by military personnel, government civilians, and DoD contractors; all covered by non-disclosure agreements. The responses may be forwarded to other Government entities in consideration for applicability to other programs.
