- DESCRIPTION: This notice requests information from interested potential sources on behalf of the Department of Veterans Affairs Acquisitions Academy (VAAA). The request is for information only, and your response is not an offer/quote. This request for information does not commit the VA to pay any costs incurred in the preparation and submission of your response to this sources sought request. Also, this does not obligate VA to contract for services or guarantee your inclusion on a potential solicitation mailing list. VAAA has a potential requirement for a training evaluation product and necessary services to implement a competency based integrated human capital system. The primary focus is for an off-the-shelf product and consulting services to assist the VAAA in its implementation. VAAA is particularly interested in capabilities related to performance management including 360 degree reviews, selection including assessment centers, employee development, leadership development and succession planning. It is important for VAAA to understand the market availability for comprehensive training evaluation programs in each of these areas and the design of these programs needs to be integrated across the offerings (i.e. the structure of the performance management program needs to seamlessly integrate with the structure and training support of the selection system program). The training needed to support these systems needs to be both classroom and electronically based and the systems also need to be supported by a technology solution. Once implemented, the performance management system should have an available information technology support system for day to day administration or be able to integrate to an existing system. Vendor must be able to develop, implement, and sustain an evaluation system framework. This framework will directly support the achievement of VAAA goals tied to business results and drive near and long term outcomes supporting the Academy's mission. BACKGROUND The VA Acquisition Academy (Academy), housed within the Office of Acquisition & Logistics (OAL), is a critical component of developing best-in-class acquisition talent and preparing it to address the growing acquisition workforce challenges facing the VA and the Federal Government. The academy opened in the fall of 2008 in Frederick, Maryland. This is the first acquisition academy in a civilian government agency, which was created in response to the growing acquisition workforce challenge The Talent Development Reporting Principles framework clearly aligns organizational data with evaluation data. Data stovepipes should be avoided and good Knowledge Management practices need to be employed to make data access fast, easy and efficient. Providing access to valid and reliable analysis of data is critical in demonstrating the value of training and development investments. Not only should regular reporting be conducted but also having the ability to conduct further analysis when needed. Often data is required to support many different aspects of business operations, thereby creating added value for the organization. INFORMATION AND INPUT REQUESTED If your firm is interested in this potential requirement, you are requested to submit the following information via e-mail to steve.wilson4@va.gov. Please do not exceed twenty pages. However, your firm may submit any pre-created marketing literature to supplement your response. 1. Company Information. Vendors shall provide a summary about their company. Included in the summary will be: a. Company name and address b. Years in business c. Type of company d. Point of contact with phone number and email, representing the interested firm. 2. Functional Overview. Vendors shall provide a description of their off-the-shelf product available including examples of the effectiveness of the product in other organizations. Vendors shall also provide information regarding how their various human capital systems integrate and support one another. 3. Public/Private Sector Experience. Vendors shall provide a summary of how their product has been successfully implemented in both the private and public sectors. 4. Technology Support. Vendors shall provide information regarding how technology tools are used in both the training and day to day administration of the product requested. 5. A brief overview of your firm's capabilities that addresses the above listed potential requirements. 6. Suggested pricing structures, incentives, or any other industry practices the VA should consider when drafting its solicitation. 7. A list of clients or experience in these areas with a client point of contact, name, phone number, and email. 8. Do you have a GSA vehicle that could be utilized for these services? If yes, provide the contract number and point of contact name, phone, and email. If this does become a firm requirement, and the VA decides to request a quote from your firm, you will be advised. Questions should be submitted in writing via e-mail to steve.wilson4@va.gov not later than 4:00 pm local (mountain) time February 17, 2012. Responses to this request for information should be submitted not later than 4:00 pm local (mountain) time February 24, 2012.
