- Seeking sources for the following: NSN: 6850-01-435-4052 CLEANING COMPOUND, WINDSHIELD : Shall have the following requirements and characteristics: The product shall be a concentrated automotive windshield cleaner and anti-freeze solution. It shall have antifreeze protection to -20 degrees F and contain additives for cleaning. The product shall quickly dissolve road film, dirt, oil and grime from windshields. It shall evaporate quickly, leaving the windshield clean and film free. It shall be safe for automobile finishes and rubber trim. The product shall be non-regulated per DOT/IMDG regulations. The product shall not contain methanol. The product shall be non-flammable in accordance with ASTM D 4206. The product shall meet the volatile organic content (VOC) specified under the California Volatile Organic Compound (VOC) Emissions for Consumer Products requirements. Special marking is required. Unit of issue - BX (Six (6) each, one (1) gallon bottles). Maximum Age on Delivery - Three (3) months from date of manufacture. Product conformance : The products provided shall meet the salient characteristics of this description, conform to the producer's own specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance. PREPARATION FOR DELIVERY : The item(s) shall be packaged and packed to afford adequate protection against physical damage during shipment from the supplier to the first receiving activity. The pack shall comply with the rules and regulations applicable to the mode of transportation. The package shall be the same as that normally provided by the supplier. In the event a pallet or skid is used for shipping, the following notice shall apply: Notice of special requirements for shipment to all countries that have endorsed the IPPC Guidelines for treatment of non-manufactured wood packaging : The International Plant Protection Convention (IPPC) has approved and published on March 15, 2002, "Guidelines for Regulating Wood Packaging Material in International Trade". Countries endorsing the IPPC Guidelines are found at http://www.aphis.usda.gov/ppq/swp/. Additionally, shipments delivered to DOD distribution facilities or freight consolidation points for eventual delivery to or through EU/IPPC countries shall comply with applicable DLA Regulations and Procurement Letter PROCLTR 02-17. MARKING : Shipments to GSA and other civilian agencies shall be marked in accordance with FED-STD-123. Shipments to the Department of Defense (DOD) shall be marked in accordance with MIL-STD-129. SPECIAL MARKING shall include : 1) Lot Batch number. 2) Dates of manufacture and re-inspection twenty-four (24) months after date of manufacture. 3) Instructions for use. MARKING FOR VOC COMPLIANCE; DILUTIONS The individual containers shall be labeled with directions for dilution that assure volatile organic compound (VOC) compliance of the diluted use solution for all areas of the United States. In the case of California compliance, the requirements of California Code of Regulations, Title 17, Division 3, Chapter 1, Subchapter 8.5, Article 2, Consumer products shall apply. The marking shall include dilutions for Type A areas and other than Type A areas. Type A areas (locations) shall be listed on the label. Marking for Texas compliance shall be in accordance with Texas Administrative Code, Title 30, Part 1, Chapter 115, Subchapter G, Division 1, Automotive Windshield Washer Fluid. Marking for additional states, other than Texas and California, shall be in accordance with those state regulations. Where other states do not specify special marking, and the EPA standard of 35 Wt% applies, standard dilution instructions to obtain the current EPA limit shall apply. For shipments to GSA distribution centers or Customer Supply Centers, the contractor shall provide one copy of the MSDS inside or affixed to the outside of each transport package as defined in FED-STD-123. If affixed outside, the MSDS must be placed in a weather-resistant envelope.
