- The Naval Air Warfare Center Aircraft Division (NAWCAD), Special Communication Requirements (SCR) Division is surveying the commercial vendor community for capabilities associated for a Helicopter Certified bidirectional Ku-band SATCOM antenna. The purpose of this RFI is to gain insight into existing products within industry, or the ability of industry to modify existing products to meet the capabilities below. The Government is interested in feedback from the commercial market on the capabilities listed in this RFI. Vendors are asked to respond with documentation outlining their capabilities, feedback on the requirements listed within this RFI. The Government would like to see capabilities presented through drawings, slick sheets, website, or PowerPoint brief. Below is a list of capabilities that are sought. General Capabilities Required: - Airborne Certified Ku-band SATCOM TX/RX antenna - Azimuth Range: 0 - 360 degrees - Elevation Range: 0 - 90 degrees - Contains integrated Inertial Navigation System and GPS receivers for positioning. - Meets FCC requirements for Vehicle Mounted Earth Stations (VMES) with emphasis on sidelobe performance, tracking performance, and protection of existing Fixed Satellite Service users from Adjacent Satellite Interference. - Minimum EIRP: 45 dBW - Minimum Receive G/T: 10 dBi/K @ 11850 MHz and 30-degree elevation - Aircraft certified for shock and vibration, utilizing MIL-STD-810G generic helicopter environment - Certified for operation at altitudes between 0 and 10,000 ft. - Certified for storage for transportation at altitudes up to 50,000 ft. - Able to operate from helicopters traveling at speeds up to 170 mph. - Minimum Data Rate: 1 Mbps - Contains Ethernet input/output to interface aircraft onboard network equipment. - Weight: less than 50 pounds - Volume: less than 3 cubic feet ADDITIONAL INFORMATION: In response to this RFI, respondents shall submit written responses, not-to-exceed fifty (50) pages in length via electronic mail. Product specification and sketches are not to count as part of the page count. As well as, identification of long lead item(s), sub-systems(s), or systems(s). The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. While the Government intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. The Government will not use any information provided to level your approach relative to another competitor. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Failure to respond to this RFI does not preclude participation in any future associated RFP/RFQ that may be issued. Information provided in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website: www.fbo.gov. It is the potential vendor's responsibility to monitor this site for the release of any follow-on information.
