Description

The Department of Veterans Affairs Medical Center, Network Contract Office (NCO) 7 (Alabama, Georgia, South Carolina) has a requirement for on-going facilities construction, alterations and repair of buildings, structures and other real property. The intent of this solicitation is to award Multiple Award Task Order Contracts (MATOC) via multiple awards Indefinite Delivery Indefinite Quantity Task Order Contract for NCO 7; Location 1 South Carolina, Location 2 Georgia, and Location 3 Alabama VA Medical Centers. The type of work to be performed will be general construction. Primary NAICS code is 236220 Commercial and Institutional Building construction. General building and heavy construction contractors have a size standard of $33.5 million in average annual receipts. The resulting contracts will not have fixed unit costs. All contract work will be competed amongst the IDIQ awardees. The term of the IDIQ MATOC is intended to be a one (1) year Base Period from date of award, with four (4) one (1) year options to extend. Each task order will have its own completion date established. The intent is to award five (5) IDIQ contracts per location. However, the Government reserves the right to award more or less IDIQ contracts. The solicitation is 100% set-aside for verified Service Disabled Veteran Owned Small Businesses (SDVOSB) under Public Law 109-461, 38 U.S.C 8127 & 8128. In accordance with VAAR 804.1102 only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSBs in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive or technically unacceptable as listing in VIP is not self-correctable as a minor informality as, for example, a listing in CCR or ORCA. All other purported SDVOSBs must apply for and receive verified status in accordance with 38 CFR Part 74 and be listed in VIP prior to submitting a bid or offer on an acquisition conducted in accordance with VAAR Part 819. The VIP database will be checked both upon receipt of an offer and prior to award. It is anticipated that there will be a total of three (3) Seed Projects issued with the solicitation. The solicitation documents including all specifications and drawings will be issued on or about the week of February 13, 2012 and will be posted on the Federal Business Opportunities website. This date is subject to change, interested contractors are asked not to contact the Contracting Officer if a solicitation is not posted as indicated in this notice. Contract will be awarded using the Best Value source selection process as outlined in the solicitation. Solicitation can be obtained electronically on the Internet web page at http://www.fedbizopps.gov. Notification of any postponements and any amendments to the solicitation will only be posted on this web-site. It is the sole responsibility of the offeror to continually view this web-site for any amendments made to the solicitation.
