- PERFORMANCE WORK STATEMENT 1.PROJECT TITLE: Multilateral Training Role Players BACKROUND: 3rd Ranger Battalion (3/75), Fort Benning, Georgia conducts Multilateral Training (MLAT) at Avon Park, Florida from 25-29 June 2012. The purpose of this training is to meet the 3/75 Operational requirements and create realistic conditions that replicate the complexity of the operational environments that currently exist during overseas combat deployments. 2.SCOPE: The vendor will provide 35 role players of Arab decent, along with Liaison (LNO) support. The Vendor will also provide a senior LNO/planner capable of validating Intelligence/Role Player scripts, Exercise Rules of Engagement (EXROE), capabilities, etc. Dates of these requirements will be 15-18 May 2012 for the (1) Senior LNO planning conference and on 25-29 June 2012 for exercise with the (35) Role Players, (1) Senior LNO and additional (3) Role Player LNOs. a.The contractor will provide a liaison (LNO) team between the 3/75 Staff POC and the provided role players and will maintain oversight during all phases of the training and ensure the safety and logistical support requirements of the role players. b.3rd Ranger Battalion will run a 24-hour operations cycle at a minimum beginning 26 June 2012 and ending on 29 June 2011. The contractor must provide three (3) role-player handlers/managers and one (1) senior LNO to support concurrent planning, preparation, and execution of sequential training events with the staff as required. c.The vendor/contractor will be responsible for providing all support required to achieve the stated tasks required of the role players d.Senior LNO will be required to attend the training conference in which details of the event will be solidified. LNO will be responsible for assisting in the planning, script verification and ensuring that the company can fulfill the scope of the contract. The planning conference will take place at Fort Benning, Georgia from 15 - 18 May 2012. e.Contractor must possess a minimum Secret Facility Clearance, and LNOs/Coordinators must have a minimum Secret clearance. Contractor will provide credentials to Contracting and unit SSO for verification prior to award. 3.Liaison Role: a.Provide all logistical and administrative coordination before, during, and after training event in order to facilitate unit's efforts towards training focus. b.Pre-coordinate all training arrangements with the 3/75 Staff POC. c.Provide all on-site logistics coordination and arrangements for contractors and cadre with the Staff POC. d.Be on site minimum of two working days (21 June 2012) prior to training to arrange facility backside support and detailed coordination in order to ensure training site is properly prepared and set up daily to facilitate advanced dynamic training efforts. e.Fulfill LNO duties necessary in order to create a primary point of contact (POC) for the Staff POC in order to simplify their efforts in utilizing any aspect of training targets. f.Will be responsible for providing all support required to achieve the stated tasks required of the role players. PERFORMANCE REQUIREMENTS: Role Player Requirements: a.A minimum of 35 Role Players of Arab decent required. b.Role players will work (in character) no more than 12 hours in a 24 hour period. Logistical support, travel time to and from lodging, etc. is not included in this 12 hour period. Time may be contiguous or segmented within that 24 hour period, based upon the needs of the unit. c.All Role players must be CI (Counter Intelligence) screened by the 75th Ranger Regiment. The contractor is responsible for providing information of contracted personnel prior to the start of the period of performance-11 June 2012 will be the deadline for Role Player information. d.All Role Players must be able to speak conversational Arabic proficiently. Arabic speakers must also be proficient in basic English. e.Be comfortable/willing to operate around military working dogs f.30 Male Role Players a.5 x males will be between the ages of 20-35, physically fit, and prepared to be interpreters. All must be able to fly in military aircraft. b.25x Arab males will be between the ages of 18-40 and play the general role of opposition forces (OPFOR). They will be proficient in the operation and safety of an AK-47 Assault Rifle with blank ammunition. The Vendor will provide a signed memo to 3/75 stating in detail the level that these particular Role Players have been trained and will safely employ these weapons. g.5 Female Role players. All Arab female role players will be between the ages of 18-50. h.Interpreters: 5 of the Arab male role players will be used as interpreters. They will need to be between the ages of 20-35 and be physically fit to carry body armor and conduct ground movements at a quick pace through rough terrain. These Role players will be expected to perform similar physical duties as Soldiers. Vendor (Contractor) Requirements: a.The Senior LNO must attend the staff planning exercise at Fort Benning, Georgia from 15 - 18 May. The purpose is to discuss details of exact time and location requirements as well as ensure that both parties are in agreement of all requirements prior to the period of work. All costs associated with this visit will be included in this contract. b.The vendor must provide own culturally-appropriate props e.g. traditional Arab clothing, military equipment and uniforms similar to that used by Middle Eastern guerrilla fighters, chest racks, hand held radios, and a mixture of woodland Pattern (similar to the BDU) uniforms and Arab civilian clothing at no additional cost to the U.S. Government. c.The vender must provide 25x AK-47 Assault Rifles fully functioning and configured to fire blank ammunition for use by the role players. Provide a minimum of two magazines per weapon (total 50 magazines) for the duration of the exercise. The vendor is responsible for any and all maintenance requirements for these weapons. If a weapon breaks the vendor is responsible for replacing it in a timely manner. The vendor will also be responsible for daily maintenance (cleaning and lubricating) to ensure they are fully functional at all times during the period of work. d.The vendor will provide pictures of the Role Players to 3/75 NLT 11 June 2012. The pictures will be taken with the appropriate clothing and gear that the individual role player will be wearing for the exercise. e.The vendor must insure that the role players bring weather appropriate attire as it may be very hot and the potential of inclement weather is high. f.Vendor must provide all eye and hearing protection for the role players as they will possibly be exposed to pyrotechnic explosions. Travel and Other Specifications: a.Contractor will coordinate all travel and lodging requirements for role players. b.The contractor is required to provide transport for Role Players during off time to include back and forth to lodging. Transport time not included in hours worked for Role Players. c.The role players must follow the clear guidance and understand the objectives and intent of training in order to ensure the training objectives of 3/75 are met. If there are any issues with personnel or performance, it is the right of 3/75 to coordinate with Company management for removal of company employee from the training scenario. Said individual will return home and will be replaced at the company's expense. d.Company must ensure all role players are made aware that Military Working Dogs will be used during event, in close proximity to all training. 4.PLACE OF PERFORMANCE: Fort Benning, GA and Avon Park, FL 5.PERIOD OF PERFORMANCE: a.15-18 May 2012 - Contractor Planning Conference for Senior LNO at Fort Benning, GA. b.21 June 2012 - Senior LNO Arrives at Training Site for final coordination c.25 June 2012 - All LNOs and Role Players report to Avon Park, FL (exact time and location to be determined) to conduct a coordination and rehearsal meeting. d.26 - 29 June 2012 - Execution Phase. Role Players will be actively engaged from 25-29 June 2012. e.29 June 2012 - Weather Day
