- The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The Government reserves the right to cancel this solicitation at any time.The project is to Repair Glass Doors and curtain wall glazing at Building 500 on Malmstrom AFB, MT in compliance with current Air Force design standards, Headquarters Space Command design directives, Base standards, ATFP requirements and referenced publications. Project will replace, and upgrade to meet ATFP Requirements, the current curtain wall exterior of the stair tower and separate entry vestibule / canopy structure at the two main entrances to Building 500. Demolition work will include removing all existing curtain wall framing, curtain wall connections to structure, glazing, interior finishes (as required per specifications and drawings), insulated panels, and automatic doors. The existing structure will require additional reinforcing to meet blast requirements per ATFP standards. New blast rated curtain wall will be installed along with the appropriate blast rated glazing. New blast rated doors will be installed as the interior and exterior doors of each vestibule. Translucent fiberglass sandwich panels will infill the curtain wall in a similar manner as the existing curtain wall. The curtain wall framing will be colored to match the rest of the aluminum window frames in the building, including the new canopy structure and entrance doors. Interior work will include replacement of ceilings and flooring and some finishes. All exposed steel and decking will be cleaned and painted. The exterior framing surrounding the open stairwell at each floor level commencing from the second floor to and including the utility floor require changes in structure to withstand ATFP blast requirements and structural building codes. The vertical distance between the third floor and the utility floor requires a second horizontal frame to be installed mid height of this space. The exterior columns associated with the third to utility floor require structural enhancement. The cantilevered floor section on the east side of the tower needs to be structurally modified. The roof framing requires some minor bridging to stabilize the segment. The 1 ½ inch metal roof deck may require additional fasteners, which shall be determine by the construction contractor in compliance with roofing requirements and warranty. Connection of the horizontal beams to the columns at the interior floor openings will be changed. All work related to the purchase and installation of new automatic blast resistant doors located at the main stair tower will need to be included. All electrical, mechanical, structural, fire protection, and other discipline's work (as shown on drawings and listed in specifications and contract) will need to be included in bid price. The contractor will provide all items, articles, materials, operations, or methods listed, mentioned or scheduled on the drawings and/or as specified herein, including all labor, materials, equipment, and incidentals necessary and required for completion of the scope of this project. The Request for Proposal will be available on or about 23 Feb 2012. The Request for Proposal will close on or about 23 Mar 2012. The Performance Period for this project is one hundred and twenty (120) calendar days after receiving the Notice to Proceed. The Notice to Proceed will be issued within 10 days after award of the solicitation. This acquisition is set aside to 100% small business in accordance with the Small Business Jobs Act of 2010. The Request for Proposal will be available by Electronic Transmission only at: http://www.fbo.gov. All responsible sources must submit an offer good through 31 Sept 2012, which shall be considered by the agency. Potential contractors must also be currently registered with ORCA. (See Internet Site: http://orca.bpn.gov/ ). The magnitude of this project is between $1,000,000 and $5,000,000.
