- The Architect of the Capitol (AOC), Washington, DC has a requirement to provide annual preventive maintenance services on Government owned and operated electrical distribution equipment or AOC facilities located within the Washington, DC metro area. The Contractor is required to perform annual maintenance services which include the providing of all labor, parts, equipment, and tools as necessary to perform in the inspection, repair, cleaning, and testing of secondary electrical distribution equipment per manufacturer's recommendations, Inter-National Electrical Testing Association (NETA) requirements, and industry standards. THE TERM OF THE CONTRACT IS FOR A BASE PERIOD (DATE OF AWARD TO 9/30/2012) PLUS FOUR 12-MONTH OPTIONAL PERIODS OF PERFORMANCE. The Contractor shall provide properly calibrated equipment (per ANSI standards) to perform the preventive maintenance services. The Contractor shall also provide either NETA certified employees or personnel who have had comparable industry experience with a nationally recognized switchgear manufacturer to perform. The estimated date and time for release of the RFP is on or about Monday, March 12, 2012 with the closing date on or about Tuesday, April 17, 2012 at 2 p.m. EST. The AOC anticipates awarding a single award, firm fixed price contract. The AOC will make the award based on conducting formal source selection procedures. Contract award will be made to the offeror whose proposal conforms to the solicitation and is determined to be most advantageous to the Government in accordance with the requirements stated below. A. To be eligible for technical evaluation, the proposal must be prepared in accordance with and comply with the instructions given in the solicitation. B. The Technical Evaluation Factors, when combined are slightly more important than price. C. The Technical Evaluation Factors to be used will be in descending order of importance. D. The price proposal will only be evaluated from those offers in the competitive range. The proposal's price will be separately evaluated from the proposal's technical merit. The Award will not be automatically determined by numerical calculation of formula relationship between price and technical merit. As the technical merits of the proposals become more equal, than price will be of greater importance. •(1) All interested parties are encouraged to download the electronic version of this document as no requests for hardcopies of the document will be provided.
