Description
Under FAR Part 6.302-1, the Department of Agriculture, Economics Research Service intent to award on a sole source basis a Purchase Order to Euromonitor International, for annual subscription to Euromonitor data. The Euromonitor provides country-specific data and reports crucial for ERS research on food markets, food industry, and consumers. Euromonitor data are not available from other sources. The data are critical to ERS's program of research on global food markets, foreign food demand and production, and foreign retail establishments' sales and pricing. Examples of research where Euromonitor was used and was the only source of information available include the following: •Euromonitor was used to analyze modern and traditional food retail systems across countries, with the results published in an ERS research report and a journal article. Euromonitor data on retail sales were the dependent variable in the econometric analysis. Euromonitor's data and reports include such useful variables as sales value of many kinds of food, over time, by type of retail outlet; and the ownership structure of modern food retail firms. •In a case study of Indonesia's food retail sector, Euromonitor data were used to look at food sales by retail sector, food sales by type of food, firm sizes within different food retail venues, and the retail structure of other developing countries that can be compared to Indonesia. Euromonitor reports provided information on the extent of foreign direct investment in Indonesia's food retailing. No nonproprietary sources contain the kind of information that Euromonitor provides. •Euromonitor also has data on retail purchases of a very large number of products, enabling analysts to look at broad trends at the consumer level. For those researchers who look at trends driven by consumer demand, this information is vital. Consumer demand has impacts on production and imports of both finished goods and raw materials. Following demand trends in any sort of quantitative way is difficult, but Euromonitor allows analysts to look at what consumers in other countries are actually buying, with up-to-date estimates backed up by time series of comparable data. For example, Euromonitor data were used to determine the market shares of various retailers in European countries in order to determine what percentage of the market in each country was held by retailers who required suppliers to meet EUREPGAP standards. •Euromonitor has extensive information on the economy and food markets. It makes out-year projections and provides historical data. It is used to obtain historical food expenditures by food groups across countries (this is not readily available elsewhere), retail market sales of food disaggregated by product and outlet types, food service sales of food by type of outlets whether fast-food, chain restaurants etc. It also provides food sales broken down by manufacturer and brand, and food prices in local markets. •Euromonitor provides in-depth country and company reports that are used extensively by ERS staff in the International Demand and Trade and Food Security and Development Branches. It recently began to offer access to "ingredients market" data, which is important in relating food consumption to commodities that is not available elsewhere. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Potential sources who believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Estimated Award date: February 20, 2012
