- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. The Request for Quote number is RFQE014575 and is being conducted as a 100% small business set aside. The North American Classification System Code is 334220; the size standard is 750 employees. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-55. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. This RFQ is for Brand Name or Equal in accordance with FAR Provision 52.211-6 (Aug 1999). Substitute brands may be provided if they perform the same function. If quote is for an equal product, specifications of the items must be included with the quote. Products equal to Brand Name must be accompanied with verifiable references. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent upon the interested party to provide sufficient technical literature, documentation, etc., in order for the Government to make an adequate technical assessment of the proposed equal item(s). The Federal Bureau of Investigation (FBI) has a requirement for a one time fixed price purchase of the following products manufactured by Harris: Description 1. Intraplex ACS T1 Mux 100W AC RJ48C - Qty. - 1 2. ACS RS530 Mux RU AC Intraplex Access Server W Power - Qty. - 10 3. Intraplex Five Port M/Rate RS-2 32 - Qty. - 35 4. Intraplex 5 Port RS232 Interface - Qty. - 32 5. Intraplex T1 Line Redundant Common Module - Qty. - 1 6. Intraplex RS530 (DDS) Common Module - Qty. - 1 The Justification for Brand Name or Equal is based on compatibility. The FBI has deployed an extensive quantity of Harris T1 channel banks in support of telecommunications connectivity for the FBI's Land Mobile Radio System (LMRS). The FBI extensively utilizes HARRIS ACS-163 and ACS-167 T-1 Channel Banks, and HARRIS ACS-SL1 RS-530 Multiplexers in the construction and operation of FBI radio communications systems. Through the installation of specific application cards (DV-600, DS-961DG, VF-25, DS-64NC,etc.) the HARRIS multiplexers can transport several different types of audio and data signals between FBI remote radio sites and FBI Field Offices. The HARRIS ACS-SL1 multiplexer, equipped with one or two DS-961DG cards and MA-404 Module Adapters, provides the ability to connect up to ten narrowband P25 channels from the remote site to the field office over one or two 64Kbps DDS circuits. The subrate multiplexing format used in the HARRIS DS-961DG card to multiplex the five 9600bps data signals onto a single 64Kbps channel is proprietary to HARRIS and requires the use of HARRIS DS-961DG cards on each end of a circuit to properly multiplex and demultiplex the individual 9600 bps signals. In order to maintain compatibility with the existing FBI LMR network infrastructure, HARRIS multiplexers and application cards must be used to allow the connection of new and upgraded sites to the HARRIS multiplexers used in the existing network facilities. Delivery of items shall be within 30 days After Receipt of Order (ARO). Destination: FOB: FBI Engineering Research Facility, Quantico, VA 22135. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. In the event of a conflict of the terms and conditions of the Governments contract, the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor. Addendum to 52.212-1, Modify (b) Submission of Offers to read as follows: Quotes shall be submitted by email to Mrs. Margaret D. Einspahr, Contracting Officer, margaret.einspahr@ic.fbi.gov, no later than February 13, 2012, 10:00 am EST. Add the following to 52.212-2 Evaluation (a): The following factors shall be used to evaluate offers: Low Price Technically Acceptable. Quotes shall be clearly marked RFQE014575. Offerors are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered. All responsible sources may submit a quotation which shall be considered by the agency. The awardee shall be registered in the Central Contractor Registration databases as required under FAR 52.204-7 (Feb 2012) prior to receiving an award.
