- FEDBIZOPPS ANNOUNCEMENT REQUEST FOR INFORMATIONPursuant to FAR 15.201 D12OneSource/D12PS50899Military Community and Family Support ServicesMILITARY AND COMMUNITY FAMILY PROGRAMS MILITARY ONESOURCE PROGRAM The Department of Interior, Acquisition Service Directorate Herndon - AQD will handle this Request For Information. AQD-Herndon is a Federal Franchise Fund Contracting Office within the Department of Interior under the authority of the Government Management Reform Act and provides contracting support to all Federal and DoD Agencies. All subsequent information related to this project will be posted to http://www.aqd.nbc.gov/Business/openmarket.aspx under D12OneSource in addition to FedBizOpps. INTRODUCTION On behalf of the Military Departments and the Guard and Reserve Components, the Department of Defense (DoD) will be requiring contractors to utilize a Government Case Management System that supports the service delivery requirements of non-medical counseling and commercial EAP services for all DoD Militarty Community and Family Policy Programs (MC&FP). This includes but is not limited to Military OneSource (MOS), Spouse Education and Career Opportunities (SECO), Joint Family Assistance Program (JFSAP) and Military & Family Life Counseling Program (MFLC) programs. This Case Management System will support all program operations, service delivery, tracking of costs, quality assurance, trends and outcomes. (1) The Government owns a Case Management System to support (MC&FP)Programs. (2) This system will be used and supported by multiple contract vendors simultaneously. (3) Contractors awarded a (MC&FP) Program will be required to use the Government owned and provided Case Management System. PURPOSE OF THIS REQUEST AND INFORMATION SOUGHT The Government requests recommendations, comments, concerns, and/or questions relating to the utilization of a DoD Case Management System in performance of Military Community and Family Policy (MC&FP) Programs requirements. The DoD Military Community and Family Policy (MC&FP) is changing the current process for data collection and analysis for the Military OneSource Program. The Governments intent is to determine feasibility and interest in utilizing a Government owned and hosted Case Management System. Most significantly, the Government is interested in industry feedback on describing the potential impacts on the Military One Source service delivery. The Government is interested in innovative ways industry can incorporate a Government Case Management system to compliment vendor operations in service delivery. QUESTIONS 1.How would you adapt your business processes utilizing a Government owned and hosted Case Management System?2.Will utilizing a Government owned and hosted Case Management System affect the cost of performing the aforementioned programs?3.Will Governments sole ownership of data affect your acceptance of the Quality Control Plan? 4.What innovative solutions would you propose to integrate the Government Case Management system into your operations in service delivery of Military OneSource (MOS)? The Governments intent is to obtain responses to the items listed below to assist the Government in determining the appropriate acquisition strategy.
