- Description
- The United States Marine Corps (USMC), Marine Corps Systems Command (MARCORSYSCOM), Program Manager for Ammunition (PM Ammo), is conducting market research to determine the availability of a fuze source for the M72 LAW, FFE Weapon Systems. It is anticipated that the prime contractor ™s future sub-contracting of LAW sub-components (fuze) may be restricted to conform to 10 USC 2304(c) (3) and Section 806 of Public Law 105-261; which will limit production to U.S. based facilities. It is also anticipated that the prime contractor will be required to qualify a fuze source from the National Technology and Industrial Base (NTIB) to support future LAW procurements. It is forecasted that qualification of the NTIB LAW fuze source would begin production no later than mid 2013. Interested suppliers should submit a white paper (not to exceed 10 pages) to include at a minimum the follow information: (1)Ability to provide supplies to the prime contractor for the period FY12-FY16 (2)Current or proposed NTIB manufacturing capability (3)Description of contractor facilities (4)Description of key contractor personnel (5)Contractor ™s manufacturing capabilities (6)Experience developing and producing fuzes for the U.S. DoD or DoD contractors (7)Past experience designing fuzes (8)Past experience manufacturing fuzes (9)Proposed design, function and conformance to MIL-STD-1316E (10)Risk mitigation to plan (to minimize potential disruption of supplies) (11)The ROM cost for: (a)Test Sample Costs: Develop and produce 500 fuzes (test samples) (b)FAT Costs: Produce an additional batch of 100 FAT samples made on production tooling. (c)Non Recurring Costs: Identify typical non-recurring production costs associated with the 1st production run of fuzes made at the NTIB manufacturing facility. MARCORSYSCOM anticipates future prime contractor sub-contracting should provide prospective fuze suppliers with an envelope drawing and performance specification to evaluate and select NTIB LAW fuze candidate supplier(s). It is also anticipated that performance, form, fit and function testing, fuze samples will be submitted to independent test agencies (for certification and testing). Any fuze designs proposed by prospective vendors must conform to Weapon System Explosive Safety Review Board (WSESRB) requirements along with conforming to function and interface requirements published by the prime contractor (in a subsequent notice). Typical fuze safety requirements including provisions of MIL-STD-1316E will apply to any fuze qualification. A Technical Data Package is not available. As NAMMO Talley is the prime contractor for the LAW, contractor submissions should explicitly authorize release of the submission to NAMMO Talley (Mesa, Arizona). Conditional submissions are acceptable if release authorization is conditioned upon the signing of a non-disclosure agreement (NDA) by NAMMO Talley. If an NDA is required, the Government anticipates that tailoring the content of the NDA provisions appearing at DFARS 227.7103-7(c) would be suitable for the purpose. Submitters conditioning their release authorization upon considerations not covered by the NDA provisions appearing at DFARS 227.7103-7(c), should address such matters in their submission. All contractors who provide goods and or services to the DoD must be registered in the Central Contractor Register (CCR). Any forthcoming solicitation will require online certifications and representations (ORCA), http://orca.bpn.gov. Failure to comply with ORCA registration may make the offerors ineligible for contract award. It does NOT constitute a Request for Proposal and should NOT to be construed as a commitment by the Government. The Government does NOT intend to award a contract on the basis of this Market Survey or otherwise pay respondents for information submitted. However, after considering the contents of responses to this RFI, in accordance with FAR subparts 10.002 and 15.201, the Government may pursue follow-up exchanges individually with parties whose submissions describe them most viable potential domestic fuze source options.
