- SOLICITATION NUMBER: SB1341-12-RQ-0130 RESPONSE DATE: February 17, 2012 CONTACT POINTS: Eric Bubar, Contract Specialist, (301) 975-3635 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. Far Part 13, Simplified Acquisition Procedures, is utilized in this procurement. This solicitation is a Request for Quotation (RFQ). The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-55. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515- Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The small business size standard is 500 employees. This is a full and open competition. BACKGROUND The National Institute of Standards and Technology (NIST) Center for Nanoscale Science and Technology (CNST) has a requirement for a low-to-high frequency lock-in amplifier and phase-locked loop controller to provide accurate detection and control of a mechanically vibrated deflection sensor (atomic force microscope probe) for the development of high‐precision contact stiffness and local dielectric properties measurements. SPECIFIC REQUIREMENTS CLIN 0001 Quantity: 1 The contractor shall provide a low-to-high frequency lock-in amplifier and phase-locked loop controller that meet the following minimum specifications: 1. Two independent phase‐locked loop (PLL) lock‐in units with two signal generators in one chassis. 2. Operation in frequency range from 1 μHz to 50 MHz with the capability of generating and locking into offsetable output/reference signal amplitudes of less than or equal to 10 µV (pk‐pk). 3. High stability reference oscillator for operation with very high‐quality factor resonators with an accuracy of 1 ppm (parts per million) and a temperature stability of 0.1 ppm within 5 degrees of room temperature. 4. High speed computer interface based on GPIB or USB, or with equivalent functionality supporting programming languages such as LabVIEW and Matlab. 5. Dual‐channel programmable PLL with proportional integral derivative (PID) controller at 50 kHz bandwidth for fast frequency tracking. 6. Four programmable PID controllers at 5 kHz bandwidth for closed‐loop control on several physical parameters. 7. Ability to independently demodulate 4 or more user‐defined frequencies. 8. Ability to measure and analyze sidebands (i.e., to measure deviations in frequency and amplitude) of a user‐defined frequency.
