- This is a synopsis for a commercial acquisition (Reference FAR Part 12). THIS IS A SYNOPSIS AS REQUIRED BY FAR PART 12 - THIS IS NOT A REQUEST FOR PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The 409th CSB, RCO Stuttgart anticipates a requirement for the management of threatened and endangered species (TES). This is a non-personal service to provide performance of TES management measures on LTA Boeblingen at a total of 400 hektar habitat sites. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform TES services defined in the Performance Work Statement (PWS). Responsibilities encompass habitat maintenance measures such as grass mowing by hand and by machine, shrub removal by hand and by forest mill, excavation of small puddles with swamp land excavator and underwater reed mowing with amphibian TRUXOR machine. The Contractor is required to be familiar with German federal nature protection law (Bundesnaturschutzgesetz) paragraph 20 and the nature protection law from Baden-W rttemberg (Naturschutzgesetz Baden-W rttemberg) paragraph 27. Period of performance is contemplated 01 Apr 2012 through 31 Mar 2013. Anticipated award date is 19 Mar 2012. This is an unrestricted full and open competitive acquisition. The government intends to make a single award to the lowest priced, technically acceptable offeror. Solicitation No:W91WFU-12-T-0004 will be issued as a Request for Quotation. It is advertised with a Standard Industrial Code (SIC) of 0782, business size of $7M and a North American Industry Classification System (NAICS) code of 561730. All responsible sources may submit a proposal, which shall be considered by the agency. Potential offerors must be currently registered in the Central Contractor Registry to be eligible for award to include German vendors. (See Internet Site: http://www.ccr.gov). Payment for this acquisition will be made through the Wide Area Workflow (WAWF) System. Contractors must be registered in WAWF to include German vendors, see internet site: https://wawf.eb.mil for registration. Information concerning this solicitation will be issued electronically and posted on or about 14 Feb 2012 at https://acquisition.army.mil/asfi.
