Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a contract to upgrade 329 Static Frequency Converters (SFCs), P/N: 1000AG1000-1, to comply with the electrical operating specifications in support of the Joint Strike Fighter (JSF), on a sole source basis with Aviation Ground Equipment Corporation, Freeport, NY. The contractor will perform the necessary analysis, design, manufacture and incorporation of the upgrade into 329 SFC production units. The contractor shall start delivery of the upgraded SFC units three (3) months after contract award at a rate of ten (10) upgraded SFCs per month. Additionally, the contractor will update the logistics data including the SFC Technical Manual (NAVAIR 19-40-524). Aviation Ground Equipment Corporation is the Original Engineering Manufacturer (OEM) of the SFC and owns the technical data. The government does not possess the rights to the sufficient proprietary data for the SFC. As the OEM, Aviation Ground Equipment Corporation is the only known source with the knowledge and capability to fully integrate the upgrade into the SFC without a disruption in schedule or degradation of performance. NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
