Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is VA-248-12-R-0827 and is issued as a Request For Proposal (RFP), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. The associated North American Industrial Classification System (NAICS) code for this procurement is 541620 with a small business size standard of $7.0 million dollars.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. FOB Destination shall be Gainesville, FL 32608 Malcolm Randall Veterans Affairs Medical Center “ Gainesville, Florida requires the following services: Please See attached Statement of Work for details. This announcement constitutes the only solicitation; a formal, written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-55. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/Far/ The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** 52.212-2 Evaluation - Commercial Items. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i)TECHNICAL: a-technical approach to perform the services in accordance with the Statement of Work; b- prior experience in multiple types of field study tracer gas techniques, which shall include a minimum of 15+ years in Indoor Quality Analysis; c- personal qualifications which shall include resumes and certifications in Industrial Hygiene; (ii) PAST PERFORMANCE Please have 3 vendors complete the attached Past Performance Questionnaire. Include the completed questionnaires with with proposal package; (iii)PRICE Award will be based on the best value to the Government. Best value is based on the above criteria in the following manner: Technical, Past Performance, and Price. Technical is more important than Past Performance and together are more important than Price. Ability to meet both technical capability and the ability to document past performance represents MINIMUM criteria for acceptable award. Failure to meet one of these two criteria shall render the offer to be unresponsive and not considered for award. Award will be made to that responsible offeror which meets the above criteria. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
