Description
This is a Sources Sought/Request for Information (RFI) only. This Sources Sought synopsis is not a request for proposals (RFP), and is not to be construed as a commitment by the government to issue a solicitation or ultimately award a contract. This is posted as notification of the Government's intent to enter into a sole source award to NuStar Energy under the authority of FAR 6.302-1, "Only one or a limited number of responsible sources and no other supplies or services will satisfy Agency Requirements." The Government will accept and evaluate information on potential sources capable of delivering the requirement stated below. While this notice of intent is not a request for competitive quotations, all responsible sources may submit a capability statement, proposal, or quotation. All responses received by March 15, 2012 shall be considered by the Government. The Defense Logistics Agency (DLA) Energy, Storage Contract Division, Bulk Petroleum Business Unit - BYB seeks to identify responsible potential sources and obtain information regarding possible suppliers who can provide the necessary facilities and services to receive, store, protect, and ship US Government-owned petroleum product, JP5, from a location within Selby, CA from date of award through July 13, 2016. Terminal must be located in the Selby, CA area since this is the staging area for all JP5 on the West Coast. The Offeror is required to have the capability of receiving and shipping U. S. Government-owned petroleum product via ocean-going tankers/barges on a 24 hour per day, seven day per week basis. AREA OF CONSIDERATION: Selby, CA. GRADE OF PRODUCT : JP5 STORAGE REQUIREMENT : Approximately 200,000 barrel capacity (shell capacity) is required and product handled within the tank farm is desired. ESTIMATED THROUGHPUT : The U. S. Government will be entitled to initial fill and final shipment free of charge during the 5-year contract performance period in addition to two turnovers of awarded fill capacity in a 12 month period.
