- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-12-T-0100. A firm fixed price contract is contemplated. All responsible sources may submit a quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-55 effective 2 February 2012. North American Industrial Classification Code (NAICS) 611699 with a standard business size of $7.0 million applies to this procurement. This procurement is set-aside 100% for Small Businesses. The DPAS rating for this procurement is DO-S10. Section B - Supplies or Services The Contractor shall provide basic and advanced training courses in accordance with the statement of work for up to fifteen (15) students. Contract Line Item Number (CLIN) 0001 Advanced Communications Course for up to 15 students. Period of Performance is 02 April 2012 - 03 April 2012. CLIN 0002 Basic Communications Course for up to 15 students. Period of Performance is 04 April 2012 - 06 April 2012. OPTIONAL CLINs OPTION CLIN 1001 Advanced Communications Course for up to 15 students. Period of Performance is 13 September 2012 - 14 September 2012. OPTION CLIN 1002 Basic Communications Course for up to 15 students. Period of Performance is 24 July 2012 - 26 July 2012. OPTION CLIN 2002 Basic Communications Course for up to 15 students. Period of Performance is 10 September 2012 - 12 September 2012 Section C - Statement Of Work- 1. PURPOSE The purpose of this Statement of Work (SOW) is to elicit quotations to provide a basic and advanced communications training course specific to civilian personnel, senior enlisted military personnel, and junior and senior military officers of the Naval Special Warfare Development Group (NSWDG) that make presentations as part of the job-related duties. The training courses shall be taught by the staff of the selected offeror. A maximum of fifteen (15) personnel are anticipated to attend each training course. The courses shall encompass lesson plans, training aids, and handout materials, as required. 2. OBJECTIVE: The contractor shall provide basic and advanced communications training courses to meet the objectives identified below and within timeframes identified in this solicitation. The contractor shall employ innovative teaching methodologies and utilize multiple types of communication styles to maximize class participation. The instructor methodologies shall be designed to allow participants to realize theis fullest potential in the allotted time. The courses shall provide multiple practice opportunities and strategies to assist participants in overcoming speaking distractions, to assist participants in limiting their use of filler words when speaking and to assist participants in gaining self-confidence when speaking. The training courses shall include the videotaping participants for use as a training aid. In addition, the courses shall provide many examples of video clips of history's most influential speakers. 2.1 ADVANCED COMMUNICATIONS TRAINING COURSE The advanced communications training course shall be limited to two (2) consecutive days; not-to-exceed eight (8) hours per day. This training course shall be geared toward personnel that have previously participated in a basic presentation skills type of course and are interested in taking their speaking skills to a higher level to become more effective leaders. This training course shall provide the attendees multiple opportunities to practice briefings/presentations and receive feedback from the course instructor. 2.1.1 Objectives The course shall meet the following objectives. • Build on strengths and identify weaknesses of high level leaders speaking abilities. • Provide examples of high level proven effective speakers and analyze own presentations as well as their peers. • Acquire the advance skills necessary to brief higher headquarters and high level government officials utilizing all types of presentations. • Identify the proper training and/or visual aids to use. • Ability to deliver message in a dynamic manner and ‘sell' the point or message and motivate the audience. 2.2 BASIC COMMUNICATIONS TRAINING COURSE The basic communications training course shall be limited to three (3) consecutive days; not-to-exceed eight (8) hours per day. This training course shall focus on teaching personnel how to make technical presentations; how to present information to a regulatory agency; how to lead group discussions; and how to give speeches or other forms of public speaking that require self-confidence, clear organization, and effective delivery. This training course shall provide the attendees multiple opportunities to practice briefings and receive feedback from the course instructor. 2.2.1 Objectives The course shall meet the following objectives. • Plan, organize and present briefings and technical presentations to include, but not limited to, acquiring necessary skills to organize key components in a logical sequence, in order to deliver the material to a target audience. • Overcome ‘the public speaking phobia'. Understand the causes of this fear and provide strategies to overcome with practical application of those strategies. • Self- identify speaking strengths and weaknesses utilizing video aids. Choosing the right type of aid to compliment the speaker's message. Identify as many types of visual aids as possible and the do's and don'ts for each type. Instructor should utilize visual aids to critique multiple speaking scenarios and provide immediate feedback. • Acquire organizational skills and be able to choose the right type of presentation. Identify all the different types of briefings and the advantages and disadvantages of each. Practice each type of brief. Learn the mechanics of speech production. • Learn speaking methods through practice and receive immediate feedback from an expert in the field. The instruction shall be primarily focused on student participation, allowing multiple forms of feedback for each presentation utilizing an array of video media. • Develop techniques in assertiveness and projecting a professional image. Understanding the importance of appearance, image and the audience perception of projecting professionalism. • Learn speaking etiquette and proper appearance for each speaking situation. Learn how to select the proper attire based on the occasion or speaking situation. Identify the different classes or degrees of dress. Learn how to ‘dress for success'. • Understanding the do's and don'ts of public speaking and how to handle various audiences'. Identify multiple characteristics of speaking and delivery of a presentation. Learn and reinforce skills needed to identify your audience's knowledge of your subject and their experience levels. Learn how to handle ‘the unexpected'. 2.3 INSTRUCTOR QUALIFICATIONS: • Masters or Ph.D. in speech and communications. • Experience teaching military personnel,especially Special Operations Forces. 4. PLACE OF PERFORMANCE: NAS Oceana, Dam Neck Annex, Virginia Beach, VA. 5. The following factors shall be used to evaluate offers, in descending order of importance: Technical ability to meet specifications, past performance and price. The contractor shall provide course of instruction(s) details for evaluation purposes. Offerors shall provide name, title, and phone number of principal for no less than three prior or current contracts for similar services performed during the previous three years. To be technically acceptable, the submitting offeror must submit relevant and current past performance in ALL areas noted in this combined synopsis/solicitation. The Government will evaluate each offeror's experience on the basis of its depth and its relevance to the work that will be required under the prospective contract. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. In the event the Contractor effects any change at the direction of any person other the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof.
