Description

The Naval Air Systems Command (NAVAIR) intends to issue a Sole Source Order under BASIC Ordering Agreement (BOA) N00019-09-G-0010, to Lockheed Martin MS2 (LM MS2) (9500 Godwin Drive Manassas VA 20110-4147). This requirement is for E-6B software support and upgrades of the Mission Computer System (MCS)-10 starting in FY12. The MCS-10 system is being incorporated into the E-6B aircraft as a technology refresh of the MCS-8 system which was installed as part of the ABNCP modification program in the 1990's. The contemplated BOA Order will be for a base period plus two one-year options. LM-MS2 is the Original Equipment Manufacturer (OEM) of the MCS-10 system and is also the SSA and depot repair activity for this system. As the OEM, LM-MS2 retains proprietary rights to the intellectual data and source code. As such they are the only source able to satisfy Government requirements. All responsible sources are requested to submit a capability statement, proposal, or quotation demonstrating the ability to meet the Navy's requirements set forth to modify the current mission application software to Tyesha Parker at tyesha.parker@navy.mil which will be considered by the agency. If no responses are received within fifteen (15) days, a contract may be awarded without further notice.
