Description
NASA/JSC has a requirement for a Silicon Drift Detector (SDD).NASA/JSC intends to purchase an analytical Silicon Drift Detector (SDD) and theassociated AZtecEnergy and AZtecHKL software from Oxford Instruments, as accessories forthe current Scanning Electron Microscope(SEM). This system includes an Energy DispersiveSpectrometer (EDS), a signal processing unit, a system computer, andimaging/scanning/mapping software to control the EDS detector and software to control anexisting Electron Back-Scatter Diffraction (EBSD) system. The SEM is a sophisticatedhigh-vacuum electron-optical instrument and is currently configured with an Oxford EBSDdevice and an Oxford silicon lithium Si(Li) detector. An SDD will replace the Si(Li)detector, but the Oxford EBSD system will remain on the SEM. The Oxford Instruments AZtecHKL software is the only upgrade package available to control the existing HKL NordlysEBSD detector which is mounted on the Hitachi 4800-II scanning electron microscope. Forfull integration of EDS and EBSD and simultaneous acquisition and display of data in thesame Graphical User Interface (GUI), the HKL Nordlys EBSD detector and software can onlybe integrated with the AZtec Energy package and an Oxford Instruments energy dispersivedetector, such as the X-Max. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Stacy Houston at stacy.g.houston@nasa.gov not later than 4:30 p.m.local time on February 21, 2012. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
