Description
This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. All information submitted will be held in a confidential status. The U.S. Army Contracting Command New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Close Combat Systems (OPM-CCS) is conducting a Market Survey to identify potential sources capable of manufacturing and delivering the following item/Part Numbers (P/Ns): DODIC: MN08 Nomenclature: IGNITER, TIME BLASTING FUSE: weatherproof, with shock tube capability, M81 (M81 Igniter) P/N 12972638 / NSN: 1375-01-415-1235 (Army Pack) P/N 13017901 / NSN 1375-01-555-0128 (Marine Pack) For the purposes of this market survey, a Distribution A and Limited Distribution D technical data package (TDP) will be made available to assist in responding to this survey. If respondents wish to requests the TDP please follow the instructions designated below, however, respondents will not be precluded from submitting their capabilities/qualification data and any pertinent information if the TDP is not obtained. The M81 is a small plastic tube with a pull ring on a thin rod projecting from one end, a safety (cotter) pin that goes laterally through the tube and a screw cap that secures a holding mechanism for the time blasting fuse or shock tube on the other end. A two-piece plastic plug is secured in a hole in the screw end cap that will accommodate the shock tube or time blasting fuse. The M81employs a steel mechanical firing assembly and M42C1 primer to initiate time blasting fuse or shock tube components. Skills required in manufacturing the M81 include molding and machining of components. Interested companies should respond by providing the Government the following information: (1) Organizations name, address, point of contact, CAGE number and DUNS number. (2) A brief summary of the companys capabilities. (3) A description of facilities. (4) Personnels core experience. (5) Related manufacturing experience. (6) Manufacturing availability and capabilities which shall include the following: a. A minimum and maximum monthly production capability, b. Minimum Procurement Quantity (MPQ) required for economical production. c. A Rough Order of Magnitude (ROM) for each packaging configuration with quantities of 50,000 (min) and 500,000 (max). (7) Business size as it applies to NAICS code 325920, Explosives (Blasting accessories) Manufacturing with a size standard of 750 employees. (8) In addition, interested companies should note if manufacturing resources are shared with other items/production lines and identify the approximate amount shared. A respondent to this survey should be able to show adequate technical and manufacturing capability and satisfactory past performance. The respondent must have available a majority of the skills and facilities that are required to manufacture this item. If a respondent does not have the adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to describe and demonstrate their ability to obtain these resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. All companies interested in this potential future solicitation must be registered in the Central Contractor Registration Database (https://www.bpn.gov/ccr/). All responsible, interested sources are encouraged to submit their capabilities/qualification data and any pertinent information, along with any questions no later than 8 March 2012 to be considered in the development of the acquisition strategy for this item. Other requests shall be referred to the Office of the Project Management for Maneuver Ammunition systems, ATTN: SFAE-AMO-MAS-SMC, Picatinny, NJ 07806-5000. Disseminate in accordance with provisions of DoD Directive 5230-25. This also applies to all subcontractors at every level. In the event that a potential requestor is a foreign company, they must comply with and obtain any necessary licenses required by, the Arms Export Control Act and implementing regulations, prior to obtaining the referenced drawing. EXPORT-CONTROL WARNING for Distribution D Documents: This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et. seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25. DESTRUCTION NOTICE for Distribution D Documents: For classified documents, follow the procedures in DoD 5220.22-M, Industrial Security Manual, Section 11-19 or DoD 5200.1-R, Information Security Program Regulation, Chapter IX. For unclassified, limited documents, destroy by any method that will prevent disclosure of contents or reconstruction of the document. Respondents shall destroy the TDP in accordance with DoD 5220.22-M or DoD 5200.1-R upon the Closure of Market Survey W15QKN-12-X-B008. To obtain a copy of the M81 Igniter Technical Data Package Drawings interested parties must submit the following: 1- Mail/email a signed and approved DD Form 2345 Military Critical Technologies Data Agreement. 2- A copy of their applicable license issued by the Department of State if the respondent is a non-U.S. company. 3- A completed AMSTA AR Form 1350 Technical Data Questionnaire, and a completed and signed Non-Disclosure / Non-Use Agreement.
