******PLEASE NOTE THE SITE VISIT HAS BEEN DELAYED****** **SITE VISIT INFORMATION WILL BE PROVIDED IN THE REQUEST FOR PROPOSAL ONCE POSTED** SOLICITATION NO. W9128F-12-R-0012 On or about 7 February 2012, this office will issue a Request for Proposals for design and construction of the 13th CAB Control Tower at Fort Carson, Colorado. The solicitation will close on or about 7 March 2012. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. Contractors interested in inspecting the site of the proposed work should attend the site visit scheduled for the project. **A site visit has been DELAYED. Provisions in Section 00 21 00 of the solicitation documents will provide detailed information (meeting place, time, points of contact, and access requirements) for the site visit. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: Design-build a consolidated Airfield Operations Building (AFOB) and Air Traffic Control (ATC) Tower. The Airfield Operations Building is the central command, control, services, and management center of an Army Aviation Complex. The Air Traffic Control (ATC) Tower component of the facility is the primary FAA or International airspace interface, controlling all ground and air movement on an Army Aviation Complex. The AFOB and storage structures shall have an approximate allowable gross area of 14,300 square feet. The ATC Tower gross area consists of approximately 8,300 square feet. The combination of the AFOB and ATC results with an AFOB/ATC Facility of approximately 22,600 gross square feet. Construction to include all required utilities, equipment, and site development (pavement for delivery trucks and car parking, walks, curbs, gutters, storm drainage, landscaping and other site improvements). The estimated construction cost of this project is between $10,000,000 and $15,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work in the proposed number of calendar days (NTE 540 calendar days) after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
