- Remote monitoring of Government Furnished Equipment (GFE) Description of problem: DLA Troop Support has various types of GFE located in vendor facilities. This equipment is used to support our Operational Rations program. The Government wishes to remotely monitor the use of this equipment by our vendors. Compatibility issues regarding types of computer systems available at vendors facilities and/or a required ‘independent stand-alone' data information transfer system need to be evaluated for each location and/or each piece of equipment. Additionally, proprietary information needs to be protected at vendor facilities. GFE monitoring needs to be performed to notify DTS-FTGA when equipment is in use, how long the equipment is used, how many items are produced, whether the items are for Government or contractor use, etc. This will be a two phase effort. The first phase is this Request For Information (RFI). Comments on design idea concepts along with estimated costs are due by March 5, 2012. The second phase may be a formal Request For Proposal (RFP) based in part on information received in response to the RFI. Please note: A response to this RFI will not increase nor decrease the potential for your receiving a contract award. You are not required to respond to this RFI in order to be considered for award on any subsequent RFP, if one is issued. The Government may or may not issue a RFP based on information obtained from the RFI. The Government may issue a RFP for a limited number of machines in a limited number of locations as a proof of concept. At a minimum your response should include the following: Provide at least two proposals (low cost/high cost) for different options on how to remotely monitor the use of GFE in various field locations. Provide at least two options on how to transmit data from vendor locations to any other location or locations in the form of live data streaming and/or batch data processing. Live stream could involve connecting a piece of GFE to the Internet to allow monitoring from any location on any platform. Assume that the machines would need sensors installed and that cabling or a WiFi network would need to be installed. Identify how these tasks would be accomplished and the approximate costs. Batch processing could collect data and transmit it to any email address, send via SMS (text) or upload to a secure web site on a regular schedule (i.e. midnight daily). Final end data must provide easily identified tally of government usage of equipment versus contractor usage of equipment. All GFE is food related production equipment such as: sealers, retorts, or exterior MRE (Meals-Ready-to-Eat) bag making equipment or sub-component die parts. Summary total information is preferred. Please provide a mock-up of what the data capture would look like in a final report showing usage.
