Description
This is a pre-solicitation notice. NAVSUP Fleet Logistics Center Puget Sound will be soliciting for Internet Services to be negotiated on a sole source basis with IHS Global Inc. per FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to the offer due date, which will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. The requirement is for web-based subscription services that provide access to technical data, information, and standards from many technical sources in support of SRF-JRMC Yokosuka, Japan, and its detachments in Sasebo, Japan and Singapore. Each of the technical sources must provide concurrent user access for federal and military standardization documents to include a warranty that has sufficient title to copyrighted works as proof between the vendor and the respective standardization organization allowing for electronic distribution and provides the user rights to use, reproduce, disclose, display, perform and prepare derivative works of the respective documents. The period of performance shall be from 23 March 2012 through 22 March 2013. This firm-fixed-price services type contract will be awarded in accordance with FAR Part 8, utilizing Low Price Technically Acceptable evaluation procedures. This solicitation will be posted to the GSA eBuy website on or about 22 February 2012 with proposals due by 29 February 2012. Several line items will be solicited as open-market items. Prospective offerors are responsible for downloading their own copy of the solicitation from the GSA eBuy website located at https://www.gsaadvantage.gov/advantage/main/start_page.do and for frequently monitoring the site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. Only GSA contractors holding schedules under FSC Group 76, Category 760, are eligible. No telephone or fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed.
