- The Space and Naval Warfare Systems Command (SPAWAR), Program Executive Office- Command, Control, Communications, Computers, Intelligence (PEO-C4I), Program Office PMW 150 intends to release a sole source contract modification to Northrop Grumman Space & Mission Systems, One Rancho Carmel Drive, San Diego, CA, 92128. The contract modification extends the contract period of performance for an additional 12 months through 30 September 2013 to implement an Engineering Change Proposal (ECP) to modernize the C2P(R) processor using Northrop Grummans Reconfigurable Processor for Legacy Application Code Execution (RePLACE) Virtual Machine (VM) product. Based on thorough technical evaluation of industry responses to two formal RFIs in September 2010 and December 2010, Northrop Grumman is the only known vendor that has successfully demonstrated and produced a VM technology capable of interpreting the legacy C2P software onto modern hardware processors for a military product. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. However, since it is the policy of the Government to foster competition, any prospective offeror may provide information, which the Government will consider in its continued review of the sole-source nature of the requirement. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The planned contract modification will be issued without further notice; Award is anticipated by 16 April 2012.
