- Attachment C - FPNG Attachment B - TM NG Attachment A - PE2E Synopsis: The United States Patent and Trademark Office (USPTO), Office of Procurement (OP), working in close conjunction with the Software Development and Integration (SDI) contractors announces an Industry Day to provide a forum for potential future acquisitions of the following initiatives: Patent End to End (PE2E), Trademark Next Generation (TM NG), and Fee Processing Next Generation (FPNG) to be held Thursday, March 15, 2012 from 1:00 - 5:00 PM EST. Attendees are invited to present their capabilities for teaming opportunities with the SDI contractors. The Government will host the Industry Day at the United States Patent and Trademark Office, 600 Dulany Street, Madison Auditorium South, Alexandria, Virginia 22314. Patents End to End (PE2E) will: Move to a text-based (XML) electronic filing and processing. Have a single user interface (UI) for classification, exam, search, etc. Allow for collaboration and social media Scale to meet the increasing user demands and business needs, Automate workflow/business rules engine Establish an environment for prototyping, development, testing, implementation, and backing up new systems Provide a new user interface with a flexible design for the examiner Provide a new user interface "MYUSPTO" for the public that will consolidate the patent functions offered to the public. Use an agile (incremental/iterative) development. Cloud computing and green IT initiatives will be reviewed. The business solution will promote patent applicants' empowerment and accountability for advancing the prosecution of their applications. As a result, the application process will become transparent to applicants within a collaborative environment. With improved electronic patent application (e-Filing), electronic patent application workflow, paperless processing, and dashboard monitoring, patent applicants will now benefit from electronic support throughout the patent prosecution process. Attachment A provides a High level roadmap and technology stack for further reference. The Trademark Next Generation (TM NG) program is based on (1) improvement of Functional/Technical Services to users of the Trademark systems and, (2) standup of a next generation IT Platform. The Office of Trademarks is creating a fully electronic, separate, sustainable, end-to-end system in which technology and user services will be developed, managed, and adapted in an efficient and cost effective manner that meets the current and future needs of the Trademark Office and system users. The resulting next generation IT systems, platform and functionality will enable optimal use of Trademark data by the public and employees to meet their continually evolving needs. Implementation of Trademark Next Generation (TM NG) architecture, technology platform, systems and functionality will be managed separately from other USPTO business units and take advantage of new technology that will reduce information technology development, enhancement and maintenance costs while providing a more manageable, agile and adaptable technology platform. Attachment B provides a High level roadmap and technology stack for further reference. The Fee Processing Next Generation (FPNG) will replace the Revenue Accounting and Management (RAM) system and Office of Finance Imaging Systems (OFIS) with modern 21 st century technology utilizing standard, commercially available software at its core. RAM is the only USPTO systems that can record and deposit fee collections. This includes establishing and maintaining customer deposit accounts, recording sales and cash receipts daily, and recording refunds in order to secure Intellectual Property rights for applications. RAM updates Momentum, the USPTO core financial system, daily. The OFIS system manages documents such as paper refund requests and deposit account authorizations that support transactions in RAM. Attachment C is the FPNG High level roadmap and technology stack for further reference. Industry Day attendees may anticipate 5-10 minute one-on-one sessions with potential SDI prime vendors to discuss how their company is able to meet the USPTO's requirements. Participants are strongly encouraged to come prepared with a 1-2 page core capability statement that directly correlates to the high level roadmaps and technology stacks provided in Attachments A-C, as well as, lists of previous work, innovations and points of contact. This Industry Day event is open to all interested parties. Attendance at Industry Day is strictly voluntary. This announcement is not a formal solicitation and is not a request for a proposal. The Government will not be liable for any costs incurred as a result of interested parties' participation in the Industry Day.
