Description

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for All Terrain Vehicle (ATV) Forward Looking Infrared (FLIR) Systems, Mounting Hardware, PIO spares, Test, Teardown & Evaluation (TT&E), Repairs, and Engineering Services. The contract will cover a five year period and will be issued as Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity contract, awarded using FAR Part 15. The anticipated minimum ordering quantity is 1each and the anticipated maximum ordering quantity is 30 each. The contract ceiling amount is not anticipated to exceed $9,600,000. Delivery will be FOB Destination: NSWC Crane, 300 Highway 361, Crane, IN 47522. Delivery will be required 90 days after receipt of order. Inspection will be by DCMA at origin and acceptance will take place at destination by the Government. This is a full and open competitive acquisition and all responsible sources may submit an offer that will be considered. The final contract award decision may be based upon a combination of the following factors as described in the solicitation, product sample, written performance specification compliance, delivery schedule, warranty, and customer satisfaction. The Government intends to award to the responsible contractor whose offer the best value to the Government. Offers that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com.Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. Furthermore, each interested vendor shall monitor the FBO and NECO websites for amendments that may be issued to this solicitation. Contractors must be properly registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the solicitation attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.bpn.gov/ccr/contractors.aspx. Information about the JCP is located at http://www.dlis.dla.mil. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted.
