Description
SPAWARSYSCEN Atlantic Charleston intends to award a sole-source contract, inaccordance with FAR 6.302-1 and 6.302-4, to Ideal Innovations Incorporated, 950 N. Glebe Road, Suite 800, Arlington, Virginia 22203-2637 for operational, maintenance, and technical support as well as consumable, spares, software interfaces and updates, material procurement and training support of the Automated Fingerprint Identification System (AFIS),the Automated Biometric Identification System (ABIS), the Pre-Processor / Post-Processor Transaction Manager (P4TM), and the Biometric Identification Verification (BIV) systems supporting the institutionalization of biometric programs within Iraq and Afghanistan. The equipment mentioned above is built on standards that make up a composite unit supporting the biometric programs within Iraq and Afghanistan. Ideal Innovations Incorporated has developed proprietary software interfaces that allow for interoperability amongst this suite of equipment. The AFIS and ABIS are database suites that are able to process, match, and store biometric information. The P4TM acts as a front end component that allows reporting, user-friendly query searching, custom visualization, specific metrics, storing of Type-2 biographical data and linking per biometric record, catching duplicate data ingestion, the ability for the AFIS or ABIS to accept different biometric types of transactions (TOTS), decryption of data before the processing, and ingesting in an AFIS or ABIS. Ideal Innovations Incorporated has created this proprietary software that makes up the P4TM, and provides the technical support and training. The AFIS or ABIS equipment suite combined with the associated interface software is a corporate propriety equipment suite and is delivered as a composite unit. Additionally, Ideal Innovations Incorporated has developed the proprietary software interface that make up the 198 deployed BIV devices to meet the urgent operational need for verification and validation at designated areas. This proprietary software aids in verifying a subject and also visually outlines a miscellaneous applicant, civilian, Afghan National Security Force, criminal, or watchlist candidate by color code. Ideal Innovations Incorporated provides the software interface, technical support, configuration management, installation, and training on these devices. Ideal Innovations Incorporated has supported these programs since their inception and has created proprietary technical and training packages to support these biometric programs. Training packages are implemented and modified in the languages supporting English, Arabic, Pashto and Dari dialects. Services in Iraq are currently performed by Ideal Innovations Incorporated under contract N65236-10-D-6072. United States of America Letter of Offer and Acceptance IQ-P-LAG with the Republic of Iraq specifically cites, in Note 7, Ideal Innovations Incorporated as the designated contractor to supply the required services and components. Services in Afghanistan are currently performed by Ideal Innovations Incorporated under contract N65236-09-D-6814 task order 0080. The successful contract awardee must be able to provide: 1. The required proprietary equipment suite and associated interface software. 2. Continuous interoperability with current fielded systems and training resources. 3. AFIS / ABIS services commencing 01 APR 2012. 4. Qualified personnel in country commencing 01 APR 2012. 5. Personnel with experience in biometric standards, design, research, development, implementation, testing, training, evaluating, installation, acquisition and biometric technology support. 6. Experience in development of biometric systems conformant to standards including but not limited to ANSI/NIST-ITL 1-2007 and 1-2011, DoD EBTS Versions 1.2, 2.0, 3.0 or latest, FBI EBTS v8.1 or latest, latest Afghanistan ABIS EBTS and latest Iraq AFIS EBTS. 7. Qualified local national support personnel. The Government anticipates award of a Foreign Military Sales, (FMS) Non-Commercial, Firm Fixed Price contract. The NAICS Code is 541330 and the applicable size standard is $27,000,000. NO SOLICITATION WILL BE MADE AVAILABLE AS A RESULT OF THIS ANNOUNCEMENT. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Any response to this announcement must be received no later than 1400 (Eastern) 29 February 2012. All responses will be evaluated; however, a determination by the Government not to compete the proposed action is solely within the discretion of the Government.
