Description
The Army Contracting Command at Picatinny Arsenal intends to award a sole source contract to Chemical Compliance Systems(CCS), Inc of Lake Hopatcong, NJ, under the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or service will satisfy agency requirements. This follow on requirement requires the design and utilization of the Munitions Analytical Compliance Suite (MACS-I)/Munitions Items Disposition Action System (MIDAS) databases to analyze, calculate and or identify ammunition chemical constituents of concern and provide historical and or existing ammunition emissions research and test results data applicable to operations at Picatinny Arsenal. CCS has worked with the U.S. Army Defense Ammunition Center since 1999 to enhance and maintain these databases. These databases contain CCS owned data. CCS will perform the continuation of services to develop and maintain Munitions Analytical Compliance Systems (MACS-I) that calculates munitions reports/emissions and provides compliance analyses to assure that hazardous materials released to the environment from munitions demilitarization are documented through the database. This is not a formal solicitation. The synopsis of intent to issue a sole source award to CCS, Inc., in Lake Hopatcong, New Jersey is not a request for proposals/offers. Contractors who feel they can provide the U.S. Army Contracting Command at Picatinny Arsenal, New Jersey, with the above services, as specified above are invited to submit, in writing, an affirmative response which includes, as a minimum, the capability to do the work and evidence of experience, any applicable pricing data, and any information indicating a bona fide ability to meet this specific requirement. All responsible sources may respond to this synopsis, and all such responses will be considered. Please respond in writing via email to jason.d.munch@us.army.mil. Please note that TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Responses are due no later than 29 Feb 2012 at 1:00PM EST. If no written responses are received, a sole source award will be issued.
