Description
EXPRESSIONS OF INTEREST SOUGHT The U.S. Department of Veterans Affairs (VA) seeks two hundred (200) usable parking spaces within approximately one (1) mile of the VA Medical Center (VAMC), located at 950 Campbell Ave, West Haven, CT 06516, for a period of ten (10) years. The VA seeks to gauge availability of off-campus properties for a potential lease to alleviate the shortage of parking space for VAMC patients and employees. The VA will consider properties approximately bounded by Main St. (South), Meloy Rd. (West), Allingtown Community Center (North), and Ella Grasso Blvd (East). The two hundred (200) parking spaces must be contiguous, paved in accordance with Connecticut DOT requirements, stripped, and of standard width and depth (9'x18'). The parking space must be properly graded and without substantial depressions that result in puddling. The parking space must be encircled by a chain link fence at least seven (7) feet high. The parking space must be accessible to the VAMC shuttle bus currently providing transportation between the VAMC and Yale Hospital/University. The potential lessor must provide a covered shelter for patients waiting for the shuttle bus. To ensure the safety of patients and employees the parking space must be fully illuminated, with at least one (1) foot of candle overlapping as established by Illuminating Engineering Society of North America (IESNA) standards. The potential lessor must also furnish an emergency call/intercom system for use in situations requiring immediate response. The power to the system shall be direct wire, with a battery back-up. The parking space must be equipped with a swing gate and must be secured during nights and weekends. The potential lessor is responsible for all maintenance and upkeep of the parking space, including snow removal. The potential lessor must remove accumulated snow and ice during inclement weather to prevent slip and fall injuries. All Expressions of Interest must be submitted electronically to Colin.Kearney@va.gov, by 3:00 PM EST on February 22, 2012. Any information received by mail will NOT be considered. The following information is required for consideration: "Proposed property address. "Name, phone number and email address of Property Owner. Note, if responding and you are not the property owner (i.e. broker); provide a written statement from property owner authorizing you to represent the owner. "Date space is available. The Government will use the information it receives in response to this advertisement as a basis to evaluate a parking space most beneficial to the Government. In making this determination, the Government will consider the availability of alternate space that potentially can satisfy the Government's requirements.
