- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors to provide Roof Repairs at Various Locations, Naval Air Station, Sigonella, Sicily, Italy and other locations by means of an combination firm fixed price and indefinite delivery/indefinite quantity construction contract. All contractors proposing on Department of Defense Solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. This is a new procurement. It does not replace an existing contract. No information exists on prior contract. The North American Industry Classification System (NAICS) code is 238160. Contractors will be required to be certified in compliance with the Societa Organis d Attestazione (SOA) and provide proof of the certification with the submission of the firms offer. The classification is as follows: Prevailing category OG1, Class III. The estimated price range for the firm fixed price and indefinite delivery/indefinite quantity is between ‚¬374,550.00 and ‚¬749,100.00 Euros. The anticipated guaranteed minimum is the firm fixed price. The anticipated firm fixed price requirement is to provide Roof Repairs at Building 476. The requirement includes but not limited to replacement of existing built up roofing system covered by sanded bituminous roll roofing membrane and restore original built-up roofing functionality, replacement of existing flashings, gutters and downspouts to restore original functionality, removal and disposal of entire built-up roofing system and thermo-insulation material, removal and disposal of existing roof flashings, gutters and downspouts, installation of new thermo-insulation material, installation of new bituminous roll roofing membranes, installation of new factory painted galvanized flashings, fascia, gutters and downspouts. The anticipated period of performance is ninety (90) calendar days from award. The anticipated requirement for the Indefinite Delivery/Indefinite Quantity includes Roof Repairs at Various Locations including Naval Air Station Sigonella I and II, Weapons, Augusta Bay and other locations. The work includes but is not limited to removal and disposal of existing roofing and related sheet metal work and carpentry items; i.e. mineral surfaced edge roll roofing, mineral surface asphalt strip shingle roofing, built-up roofing, insulation metal roofing etc, replacement of roofing systems with the same types of roofing as applicable or as designated, replacement of deteriorated decking, steel roof deck, and metalwork items, replacement of all other items of work in conjunction with roofing system, replacement of flashing, roof penetrations, pipe penetrations and all other incidental work. The anticipated period of period shall be 365 calendar days from award. Offeror can view and/or download the solicitation via the European Navy Electronic Commerce Online (EURONECO) website at https://euro.neco.navy.mil when it becomes available. All interested offerors shall register at this website. However, registration does not release offeror from the responsibility of checking the solicitation daily for any amendments or other notices pertaining to this solicitation. The solicitation is expected to be posted on 1 March 2012. Proposals are expected to be due on 2 April 2012 at 2:00PM Central European Time (CET). All dates are tentative and are subject to change. This is an internet only solicitation so paper copies will not be provided. Pre proposal conference and site visit information will be indicated on the solicitation documents.
