- Draft Performance Work Statement This announcement is a Presolicitation Notice not a Request for Proposal (RFP). It is anticipated that the RFP will be available on or about February 29, 2012. The anticipated response date for proposals is March 2012. This award will be made pending availability of funds. This is a small business set aside. This is a Full and Open Competition After Exclusion of Sources. The contract type is anticipated as a Hybrid (Fixed Price and Cost Tasks). The Department requests small businesses to submit questions regarding the draft PWS to brenda.jefferson@ed.gov no later than February 27, 2012 by 11:00 AM Eastern Time. The Department of Education (ED), Institute of Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE), intends to award a contract to provide technical support and analytic guidance that will strengthen the work of the National Center for Education Evaluation (NCEE) and its contractors, including the ten Regional Educational Laboratories (RELs) awarded January 2012. There will be a base period of 24 months and three option periods (12 months each). The support required to enhance the quality of research will include: Producing an inventory of existing NCEE guidance materials and resource documents and subsequently editing these materials and documents to meet NCEE's current needs, or developing new materials and documents; Designing and carrying out training focused on: NCEE's expectations for research quality; approaches to conducting research on newly relevant topics or emerging data sources; state-of-the-art and cost-effective research practices; methods for clearly and accurately representing and communicating data; and dissemination of results to educators. Authoring analytic and methods oriented work that will provide exemplars or "primers" on emerging topics or methods most relevant to NCEE's evaluation division and the RELs, and that will be of value to education researchers generally. A core audience for this support work will be the 2012-2017 Regional Educational Laboratories. The primary mission of the RELs is to help states and districts systematically use data and analysis to answer important issues of policy and practice with the goal of improving student outcomes. Each REL will build research capacity and a knowledge base in states and districts by: Assisting states, districts, and schools in using their data systems; Conducting and supporting high quality research and evaluation analyses that focus on a few key topics; and Helping education policy makers and practitioners incorporate data-based inquiry practices into regular decision-making.
