Description
This is a design-bid-build project for the replacement of Fuel Storage Facilities and Distribution System at San Clemente Island, California. The type of work includes construction of three 379-kiloliter (kL) (2,380-barrel)(BL) bulk fuel storage tanks and one 95-kL (595-BL) defuel tank. Construct a 63 liter-per-second (1,000 gallon-per-minute) pump station with emergency generator at the existing fuel pier, pipeline, and a combined pumphouse/fuel building at the bulk fuel farm. Work also includes construction of a truck fill stand, fire protection water tanks, leak detection system, cathodic protection, secondary containment dikes, automatic tank gauging, storm drainage, site improvements, and demolition of three existing underground storage tanks totaling 738-kL (6,190-BL). This is a source selection procurement requiring offerors to submit both technical and price proposals. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. The North American Industry classification System (NAICS) Code is 237120 and average annual receipts is $33.5 million over the past three years. The estimated price range is between $10 million and $50 million. Contract award will be made to the offeror using low-price technically acceptable (LPTA) procedures. The evaluation factors are anticipated to be as follows: (1) Corporate Experience; (2) Past Performance; (3) Safety; and (4) Price. The Request for Proposal (RFP) will be available on or about March 5, 2012. The RFP, including the plans and specifications, will be available through the Navy Electronic Commerce Online (NECO) website https://www.neco.navy.mil. Hard copies containing the RFP will not be issued. Contractors should register with FEDBIZOPPS (FBO) at www.fbo.gov to obtain access to the solicitation. Registration instructions can be found on the FBO website. Contractors may view and/or download the solicitation and all amendments from FBO. Amendments will normally be posted to the NECO website. If the amendment contains drawings, the drawings will be posted on NECO. It is highly recommended that firms register on the NECO and FBO website as a planholder as this will be the only planholder ™s list available. It is the offeror ™s responsibility to check the NECO and FBO websites periodically for any amendments to the solicitation. The anticipated award date is 30 May 2012.
